ATSG is actively seeking candidates for a potential upcoming contract. This position is contingent upon award, and hiring decisions will be finalized once the contract is granted.


The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

INL is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). INL’s Office of Africa and the Middle East (INL/AME) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they related to rule of law and stabilization activities in Africa and the Middle East. In Guinea, INL is building the professional capacity of civilian law enforcement actors to carry out their important functions to uphold the rule of law.

The purpose of this Third Party Contract is to provide a Specialized Instructor Advisor who can deliver instruction on law enforcement and related security sector topics.. This Specialized Instructor Advisor will provide ongoing training and support to Police Units of the Ministry of Security in partnership with the Kagbalen Police Training School/Academy outside of Conakry. The Advisor will advise and train the new unit on illicit mining enforcement, coordinate material support (e.g. tactical equipment, such as walkie talkies and bulletproof vests), and integrate illicit mining topics into the academy curriculum to counter and reduce Chinese influence in the mining sector and expand U.S. mining and commercial interests. Specifically, these efforts create a secure business environment that expands access for U.S. companies to bauxite reserves for mining and high-tech industries. Instruction will primarily take place at the Kagbalen Police Training School outside of Conakry, but it would also take place at other locations in Conakry and throughout Guinea. The Specialized Instructor receives oversight, assignments, and direction from the Political Officer at U.S. Embassy Conakry. The TPC will not be under Chief of Mission (COM) authority.

Period of Performance


The period of performance for this order will be one (01) year from the date of award with the option to extend for six (06) months subject to performance, need, and funding.

Duties and Responsibilities


Provide training and mentoring to Guinean police, gendarmes, and related security sector officials on topics such as:
  • Respecting the rule of law and basic human rights
  • Community-oriented policing
  • Wildlife crimes
  • Operational and tactical planning
  • Crime scene management
  • Gathering, recording, and safeguarding evidence
  • Conducting criminal investigations
  • Communication between law enforcement and prosecutors and serving as a witness in court
  • Case management
  • Documentation and information management
  • Interacting with neighboring Sierra Leone civilian law enforcement counterparts
  • Counterterrorism Training and Critical Incident Management
  • Illicit Mining Laws, Regulations, and Enforcement
  • Illicit Mining and Criminal Enforcement Planning, Investigations and Reporting
  • Law Enforcement and Security over Mining Operations
  • Tactical Training for Firearms and other Law Enforcement Trainings, such as improvised first aid, protection of high-level officials/soft targets, critical incident management, and anti-money laundering/financing

Target Agencies that the Specialized Instructor/Advisor will provide training and mentoring, includes but are not limited to the following:
  • Brigade Anti-Crimminalite (BAC) - multiple BAC stations
  • Brigade de Recherche et d'Intervention (BRI) - multiple BRI stations
  • Compagnie mobile d'intervention et de sécurité (CMIS) - multiple station
  • Compagnie Mobile féminine d'intervention et de sécurité (CMFIS)
  • Compagnie d'Intervention de la Police aux Frontières (CIPAF) - multiple stations
  • Protection Civile – multiple stations
  • Communications Center and Sécurité Routière
  • Guinean INTERPOL
  • Préfecture Maritime Guinian (requested by U.S. Embassy)
  • Newly formed Special Police unit directly under the President of Guinea

  • Conduct mapping exercises and assessment reports.
  • Produce action plans with the Government of Guinea partners on enforcement of mining rules and other topics.
  • Provide guidance and engage in active observations of law enforcement operations with the Government of Guinea partners.
  • Work and coordinate with U.S. law enforcement agencies such as FBI and DEA that provide training and engage in active law enforcement cases in Guinea and in the region.
  • Provide opportunities for Government of Guinea partners to work with other countries and international partners on joint law enforcement exercises and information sharing mechanisms.
  • Contribute expertise, best practices and knowledge related to criminal justice subject area.
  • Serve as an expert adult-centric instructor in his/her area of expertise.
  • Deliver 90-minute blocks of instruction using engaging, interactive, adult-centric methods and techniques.
  • Lead case studies, plenary discussions, skill-oriented activities, and small group work based on adult learning needs.
  • Prepare documentation related to training.
  • Facilitate, support, and coordinate periodic training of Guinean police, gendarmes, and related officials by other U.S. Government-funded entities.
  • Communicate with Embassy Country Team members involved in promoting the development of the security sector.

Minimum Qualifications

  • U.S. Citizen;
  • Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field (8 years professional law enforcement experience can be substituted);
  • Eight to twelve years of experience with U.S. law enforcement or military, experience briefing in English;
  • Preference of demonstrated experience working overseas in an Embassy environment;
  • Two years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs);
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.

Preferred Qualifications

  • Demonstrated experience instructing/ facilitating courses for international criminal justice sector missions;
  • Demonstrated experience working overseas in a criminal justice or related mission where training was a significant component;
  • Demonstrated knowledge of criminal justice development in an international environment;
  • Demonstrated experience working in Sub-Saharan Africa;
  • Academic credentials in a topic or field of study relevant to the needs of the INL/Guinea training program; OR a Master’s degree (in a relevant field and/or in English-language instruction) with 5 years teaching experience in adult education; OR a Bachelor’s degree (in a relevant field and/or in English-language instruction) with 7 years teaching experience in adult education;
  • Ten years aggregate experience as a certified criminal justice sector instructor (of which 5 years was assigned full-time in a training or academy assignment), adult training manager/coordinator in a relevant field, equivalent demonstrated instructional experience in an adult learning environment, or a combination of expertise, education, and experience as to be considered an expert in their field;
  • Demonstrated knowledge in teaching course modules using adult learning principles;
  • Demonstrated excellent oral and written English communication skills. English language capability at or above the Foreign Service Institute’s defined 3/3 level (Fluent Proficiency) or equivalent;
  • Demonstrated excellent oral and written French communication skills. French language capability at or above the Foreign Service Institute’s defined 3/3 level (Fluent Proficiency) or equivalent as the incumbent will be routinely working in a French language-only environment.
