Job Description

Monitors the procurement of goods and services by leading procurement activities, managing purchase orders, overseeing the requisition to contract process, and collaborating closely with internal and external stakeholders to ensure efficient, compliant, and timely purchasing operations.

  • Coordinates end-to-end competitive procurement processes by guiding evaluation panels, ensuring adherence to policies, regulations, and ethical standards, and issuing informed recommendations for the award of purchase orders and contracts within authorized thresholds.

  • Resolves procurement challenges such as delivery discrepancies, supplier performance issues, and compliance concerns to ensure operational continuity, strengthen supplier relationships, and support transparent procurement practices.

  • Provides expertise in sourcing, vendor negotiation, purchase order management, and contract administration to support the development and implementation of effective procurement solutions.

  • Monitors compliance and process effectiveness to ensure alignment with policies and continuous improvement.

  • Delivers training and guidance to stakeholders to enhance understanding and adoption of best practices.

  • Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations.

  • Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services.

  • Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.

Additional Job Description:

Education

  • Bachelor’s degree in Business Administration or related field.

Experience

  • 5 years' experience in purchasing or sourcing roles, and working with data collection, analysis and interpretation.

  • Experience working with documents, policies, SOP to strengthen procurement governance and consistency.

  • Experience leading or collaborating with small projects to support process improvements, stakeholder coordination, and the execution of procurement initiatives.

  • Experience as subject matter-expert, asset resource and coordinating with cross-functional stakeholders to provide support to internal/external clients.

  • Experience preparing and analyzing bid tabulations, cost analysis, price reasonableness evaluations, and commercial evaluations.

Additional experience may substitute for required education when it aligns with the competencies and knowledge necessary for the role:

  • Associate’s degree in a relevant field may substitute when accompanied by a minimum of 8 years of experience performing similar functions and at least 5 years of experience performing a previous position as Buyer role.

  • High School or equivalent (GED) when accompanied by a minimum of 10 years of experience performing similar functions described and at least 8 years of experience performing a previous Buyer role.

Competencies (Skills)

  • Strong understanding of procurement lifecycle management, including requisition review, sourcing, bid evaluation, negotiations, contract execution, and supplier performance monitoring.

  • Possesses strong organizational skills, exceptional attention to detail.

  • Knowledge of federal and state procurement requirements and compliance standards, including familiarity with 2 CFR 200, is preferred.

  • Ability to manage multiple procurement events simultaneously in a fast-paced and deadline-driven environment.

  • Strong sense of urgency and ability to prioritize workload based on business needs and operational criticality.

  • Strong analytical and problem-solving skills.

  • Excellent skills in Excel, Word, and data analysis, as well as experience with ERP and File Sharing technology.

  • Fluent in Spanish and English (being able to read, speak, and write), including excellent communication skills.

  • Proficiency with Microsoft Office.

  • Ability to identify procurement risks and escalate issues appropriately.

  • Proven strategic and critical thinking skills as well as an ability to execute.

Licenses/Certifications

  • Valid Driver’s License

  • CIP, CPSM, or other applicable certifications are preferred

  • SCMP/Plog/PMP/APICS designations is preferred
