About the role
We are looking for an Operations Specialist to work closely with the Kaushalam state team in Uttarakhand. The role will focus on strengthening program implementation through data, implementation insights, documentation and cross-functional support.
The Specialist will work closely with OPs and other state functions to understand implementation progress, identify gaps and trends, and translate field insights into actionable recommendations for improving program quality. The role will also support state-level engagements, reviews and key program priorities.
Key Responsibilities
1. Program Data & Implementation Insights
- Analyse program and field data regularly to identify implementation progress, gaps, trends and priorities.
- Work with OPs to validate field data and generate actionable insights for the state team.
- Develop and maintain key trackers, dashboards and review mechanisms to support program monitoring and decision-making.
- Support the state team in using data and evidence to improve program quality and implementation.
2. Documentation & Knowledge Management
- Develop high-quality reports, briefs, case studies and documentation capturing program progress, learnings and impact.
- Convert field insights and data into clear narratives and evidence for internal and external stakeholders.
- Maintain a structured repository of key program documents, insights and learnings.
3. Presentation & Communication
- Develop clear, compelling and high-quality presentations for government, donor and internal engagements.
- Translate complex data and field insights into simple visualisations, key messages and recommendations.
- Ensure high-quality written communication and documentation in both English and Hindi.
4. State Team & Cross-functional Support
- Support the state team in planning, reviews, tracking priorities and translating insights into action points.
- Provide data, documentation and operational support to other state functions such as curriculum, teacher development, stakeholder engagement and M&E.
- Support key state-level meetings, events, government engagements and other program priorities as required.
5. Learning & Continuous Improvement
- Regularly capture and synthesise implementation learnings from districts and identify what is working and where support is needed.
- Facilitate evidence-based reflection with the state team and OPs to strengthen implementation.
- Share relevant insights and good practices with central teams and contribute to continuous improvement of the program.
Experience
- 3–5 years of relevant experience in program operations, data analysis, M&E, reporting, research or a similar role.
- Experience in education, development sector or government programs preferred.
- Experience working with field teams, analysing implementation data and developing reports/presentations.
- Experience in documentation, case studies or knowledge management is an advantage.
Knowledge & Skills
- Strong ability to analyse data and translate it into actionable insights.
- Excellent documentation and report-writing skills in English and Hindi.
- Strong presentation, data visualisation and communication skills.
- Strong attention to detail and ability to maintain data quality.
- Ability to connect field realities with program priorities and identify practical solutions.
- Strong coordination and collaboration skills across multiple functions.
- Comfortable working with spreadsheets, dashboards and digital data tools.
- Proactive, organised and able to work independently.
- Willingness to travel across Uttarakhand for field visits and reviews.
