Summary
We are seeking a driven professional to oversee Ground Procedures, compliance, stakeholder coordination, and improvement initiatives across Scoot’s operational network. This role is responsible for maintaining accurate and up-to-date manuals and instructions, supporting risk assessments, audits, and investigations, and managing operational and ops-tech projects to improve service quality, compliance, and efficiency.
You will be working closely with internal and external stakeholders and drive procedural alignment, implementation readiness, and continuous improvement to support safe, consistent, and effective ground operations.
Job Description
Procedures and Manuals Management
- Develop, review, update, and maintain Ground Operations procedures, manuals, instructions, and the Ground Services Manual (GSM) to ensure they remain accurate, current, and operationally relevant.
- Ensure all procedural documentation is aligned with Air Navigation Regulations (ANR), company standards, and operational requirements.
- Coordinate with internal and external stakeholders on procedural changes, implementation readiness, and operational impact to support smooth and effective adoption.
- Manage the issuance, distribution, retention, and accessibility of procedural documentation and related operational coordination information.
Safety, Risk and Audit Management
- Conduct or support HIRA/HIRM and other risk assessments for operational processes, with risks identified and mitigated where required.
- Investigate load control incidents, delays, procedural non-compliance, and safety-related reports, with appropriate follow-up and corrective actions implemented.
- Conduct and support audits, inspections, and regulatory assessments across service partners, stations, and operational processes to ensure compliance with SOPs, manuals, and quality standards.
- Track audit findings, preventive actions, and corrective measures through to closure, and evaluate their effectiveness.
- Engage relevant internal and external stakeholders to drive timely resolution, operational alignment, and continuous improvement in compliance controls.
Projects, Innovation and Continuous Improvement
- Manage or support operational and ops-tech projects, including planning, coordination, testing, implementation, and follow-up.
- Work with cross-functional stakeholders to identify process gaps, assess improvement opportunities, and implement practical solutions.
- Present analysis, recommendations, and project updates to management and relevant stakeholders.
- Support innovation and digitalisation initiatives to improve operational effectiveness, service delivery, and procedural control.
Requirements
- Good people management, stakeholder management, and influencing skills.
- Strong interpersonal and communication skills, with the ability to work effectively with stakeholders at all levels.
- Able to work independently with minimal supervision and adapt quickly to change.
- Strong problem-solving skills and sound operational judgement.
- Good digital mindset with an openness to digitalisation and continuous improvement.
- Excellent time management, organisational, and administrative skills, with strong attention to detail.
- Fluent in written and spoken English.
- Familiarity with regulatory, safety, and compliance requirements in airport or airline operations would be an advantage.
- Recognised Degree or Diploma in a relevant field.
- WSQ Advanced Certificate in Training and Assessment (ACTA).
- Experience in IOSA / ISAGO requirements and standards.
- IATA Dangerous Goods (DG) trained.
- Auditor-trained certification or relevant audit experience.
- Extensive knowledge of airport operations, including strong familiarity with operational processes, procedures, and industry terminology.
- Load Control knowledge or experience would be a strong advantage.
