Job Purpose

This position work to the function and tasks of electrical engineering design as per requirements.Review and monitor reports for the projects progress and programs. Monitor the preparation of documents, scope of works, standards, design drawings, specifications, and implementation schedules. Coordinate with local authority regarding power requirement and internal power generationEnsure the electrical facilities, resources and systems are developed and in place before plant commissioning and operation phases.

Electrical reliability within agreed plans and budgets in line with the Maintenance strategy, plans and objectives of the Plants.

Key Accountabilities

General Management

  • Review and coordinate the required specification for the electrical discipline and interfaces systems to be applied on the whole project.

  • Review studies according to the project requirements including plans, designs, drawings, specifications along with cost estimates and timing, as required.

  • Check documents/specifications for tender. Includes outlining the scope of work required, quality and conditions of construction, the types, and quantities of materials to be used.

  • Facilitates and assists in the Preparation statistical cost estimates for budgetary purposes including outlining modifications and change impact on the Capex to project and equipment.

  • Evaluates and advises on bids/proposals received from consultants’ tenders/vendors including reviewing comparative estimate statements, recommending modifications, and determining the validity and reliability of technical content according to approved standards and contractual terms and conditions.

  • Conducts the technical audit of project electrical engineering function to ensure that project consultants and contractors implement an effective project standard and fulfilling the contract requirements.

  • Act as focal point for all project electrical engineering subjects and interface with company project teams and contractors’ representatives.

  • Utilizes project schedules and timing by means of bar charts, flowcharts to ensure deliverables/installation/construction events occur at the various designated stages of the projects program.

  • Participates and coordinates in monitoring construction works including attending site work and meetings, advising on technical difficulties and contract variations.

  • Coordinate with other engineering disciplines to ensure coordination of technical issues, and projects design, and matters.Follows up to oversee smooth flow of project processes between various disciplines.

  • Provide relevant inputs to various types of records. Prepare periodical plan and analysis reports on project progress outlining project status, scheduling, relaying anomalies, and difficulties arising.

  • Participate in applying safety and quality management principles and processes. As well as HAZOP study

  • Provide on job training for Saudi employee including new trainees, as per Company policy.

  • Perform any other duties with similar scope as may be required.

  • Supervise the completion of various Electrical maintenance projects to install, maintain or commission Plants within project parameters e.g. Cost, timelines, quality, and functionality.

  • Oversees the management of contracting companies and outsourcing service providers engaged to complete Electrical maintenance and engineering projects to ensure the appropriate functionality is delivered in accord with the project specifications, timelines, and cost.

  • Supervise the planning of all Electrical Maintenance activities, schedules, and related projects in coordination with Plant manager to ensure smooth execution of projects.

  • Participate in Electrical maintenance contracts negotiations to finalize contract agreements.

  • Assist Manager, Electrical in developing, managing, and implementing reliability centered electrical maintenance program for the facilities.

Maintenance for Shutdown and Turnaround

  • Assist with the planning, execution and cost control of shutdowns and turnarounds to meet Electrical maintenance and Business Plan objectives.

  • Ensure the electrical spare parts; manpower and equipment are available for the efficient and timely completion of shutdown and turnaround activities.

  • Identify and manage critical electrical spare parts and all electrical maintenance tools including specialized tools needed for shutdown or turnaround maintenance.

  • Ensures electrical spare parts and consumables are stocked in the warehouse and that adequate specifications and Suppliers have been developed to enable ordering/reordering.

Policies, Processes & Procedures

  • Assist in the development and implementation of policies, processes, procedures, and controls covering all areas of Electrical Maintenance to ensure all relevant procedural/ legislative requirements are fulfilled while delivering the appropriate quality and targeted Electrical Maintenance objectivesin a cost-effective manner.

  • Assist in establishing the Electrical maintenance service level agreements with Plant managers and other customers.

Leadership Management

  • Assist in development and execution of an integrated organization and manpower plans to support the accomplishment of Electrical department plans including the recruitment, training, and development of multi-cultural staff.

  • Create a working environment and culture which engages all Electrical Department staff.

  • Effectively manage the Electrical Department staff and develop future leaders for the electrical function and the Company.

Health, Safety and Environmental

  • Promote a culture of “Safety First” as reflected by low accident and incident rates.

  • Ensure implementation of the operational HSE Management System to ensure all staff observes standard HSE processes and operating procedures.

  • Participates in Emergency Response and Command activities as required.

  • Ensures that all electrical personnel and contractors are fully briefed and trained on HSE regulations and adhere to them.

  • Participate in the investigation of work accidents/incidents ensuring the effective implementation of the MWSPC's safety policies.

Minimum Qualifications, Experience and Competencies

Minimum Qualifications:

  • Bachelor’s/ Diploma Degree in Electrical

Minimum Experience:

  • 5 years of experience in Maintenance feilds.
