Job Description

The Specialist Budgeting Management CP&C (CAPEX) is responsible for supporting the end-to-end capital expenditure planning, budgeting, forecasting, and financial analysis processes in alignment with ADAC’s cash flow expectations and long-term financial plans.

The role focuses on CAPEX governance, investment planning, and performance monitoring while ensuring compliance with ADAC’s strategic performance management framework. The position supports funding feasibility assessments, variance analysis, capital project tracking, and reporting to internal stakeholders and the Investment Committee.

Responsibilities

• Support the preparation and consolidation of CAPEX budgets for the section/department under CP&C.
• Assist in gathering and reviewing CAPEX budget proposals from divisions/departments to ensure completeness, accuracy, justification, and compliance with policies and procedures.
• Prepare variance analysis between approved CAPEX budgets and actual expenditures and recommend corrective actions.
• Assist in CAPEX budget change management, including reallocation, tracking, and monitoring of capital projects.
• Support short-term and long-term CAPEX forecasting aligned with ADAC’s financial plans and cash flow requirements.
• Prepare financial analysis and recommendations to support capital investment decisions and funding feasibility reviews.
• Develop CAPEX reports and supporting documents for discussions with internal stakeholders and the Investment Committee.
• Assist in implementing approved CAPEX programs and monitor execution against approved budgets.
• Prepare monthly CAPEX performance reports and highlight risks, trends, and improvement opportunities.
• Ensure alignment of CAPEX KPIs with corporate KPIs and the strategic performance framework.
• Maintain and update user data security matrix information within the Budgeting & Planning system (CAPEX modules).
• Contribute to periodic financial reports as requested by section/department heads.
• Identify automation and system enhancement opportunities to improve efficiency within the CAPEX budgeting function.
• Ensure adherence to departmental policies, procedures, and financial governance requirements.
• Support audit activities and address quality or compliance issues identified during reviews.
• Perform ad-hoc tasks as assigned by the Line Manager.

Requirements and Skills

Education and Qualifications

• Bachelor’s degree in Finance, Accounting, or a related field.

Experience

• Minimum of 4 years of experience in budgeting, financial planning, or capital expenditure management.
• Experience in CAPEX control, investment analysis, or project financial evaluation is preferred.
• Knowledge of accounting principles and financial analysis methodologies.
