POSITION TITLE: Special Services Specialist

DEPARTMENT/LOCATION: Learning Services/Instructional Resource Center

WORK ARRANGEMENT: On-Site Only

STATUS: Classified - Nonexempt, Full Time

HOURS OF WORK: 8Hours/Monday-Friday/242 Workdays

HOURLY: $23-$26/ hour commensurate with experience

This position supports the Executive Director of Special Services and the Director of Special Services. It is part of the Special Services team within Learning Services.

PRIMARY DUTIES/RESPONSIBILITIES:

  • Management of the Special Services budget, which includes establishing the annual budget with support from the district budget team, and ongoing monitoring of the $90 million + budget.
  • Provide support for the annual state audit and all fiscal audits related to Special Services.
  • Various Oracle financial tasks, including approvals for mileage, SPED purchase requisitions, and expense reports; direct invoice entry; purchase order entry/receiving; and budget reports.
  • Various Oracle personnel tasks, including timecard editing for IRC SPED staff and entry of contract workers as contingent workers and acting as their Oracle manager.
  • Manage purchasing cards and expense reports for Special Services directors, coordinators, facilitators, consultative resource teachers, support staff, and extended school year (ESY).
  • Prepare and submit the annual Maintenance of Effort/Excess Cost Report.
  • Prepare and submit Title VI-B Pass Through and Early Childhood Application Parts I & II as well as regular monitoring of the accounts.
  • Prepare and submit Title VI-B Targeted Improvement Plan Application & Year-End Financial Report as well as daily oversight and management of the accounts.
  • Prepare and submit annual contracts for provision of educational services (Non-Public Equivalency)
  • Management of numerous Special Services contracts for student services outside of the district, personal nurses, contract paras, contract service providers, ASL interpreters, and Medicaid.
  • Assists with planning/organizing of district professional development for Special Services certified staff, including communication with special services liaisons; various department meetings; ESY and other support tasks as needed.
  • Assists with planning/organizing of the Olathe Special Services Site Council, which includes scheduling quarterly meetings, preparing agendas, maintaining the council roster, creating flyers for the Parent Information Sessions, and corresponding with the council.
  • Works closely with special services support team, coordinators, and administrators.
  • Greet visitors in person and by phone, receive inquiries, and direct them to the appropriate person.
  • Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

  • High School diploma required.
  • Excellent customer service skills.
  • Strong verbal and written communication skills.
  • Ability to solve problems and work independently.
  • Skills in the use of database, word processing, and spreadsheet software.
  • Oracle experience preferred.
  • Ability to understand and process paperwork.

PHYSICAL REQUIREMENTS

This position requires the performance of light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The position typically involves 80% sitting, 10% walking, and 10% standing. The position requires visual acuity as well as frequent hearing and talking and some crouching, grasping, kneeling, lifting, pulling, pushing, stooping, and significant fine finger dexterity. This position is performed in an indoor and generally hazard free environment.
