Boulder County Housing Department is seeking to hire a Special Projects Manager (Mobile Home Communities). The Special Projects Manager reports to the Boulder County Division Manager of Homeless Systems and Coordinated Response and coordinates county resources to better support residents of mobile home communities. The role collaboratively identifies, develops, and implements approaches to align programs and policies across Boulder County, increase outreach and support for community organizing, expand case management and service navigation, and create opportunities for repair, restoration, rebuilding, or transformation in mobile home communities. The position also manages assigned projects and initiatives, coordinating partners, contracts, grants, resources, timelines, and implementation activities to support successful project outcomes

This is a term-limited, grant funded, benefited position for one year. This position has an anticipated ending date of January 31st, 2028. Typical work hours are Monday–Friday, 8:00 a.m.–5:00 p.m., with flexibility as needed. Work is currently remote/hybrid with in-person meetings in Boulder and Longmont, CO; in-person outreach and engagement with mobile home community residents is expected.

Employees must reside in Colorado by their first day of employment.

Hiring Salary Range: $89,796.00 - $109,578.00 Annually

New employees receive an80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify).Boulder County offers bountiful benefits, including pension contributions.

Examples of duties

Project management:

1. Manage project initiation, planning, execution, and closure.
2. Provide leadership by coordinating all aspects of project(s) to ensure vendors work toward common goals and milestones.
3. Develop and maintain productive working relationships with internal customers and third-party vendors.
4. Coordinate and schedule appropriate resources to perform tasks.
5. Monitor implementation tasks.
6. Identify and coordinate appropriate resources to resolve problems.

Cross-department collaboration to:

1. Provide grants for home upgrade assistance for low-income residents of Mobile Home Communities (MHCs), including energy and weatherization improvements.
2. Connect residents to supportive services provided by the county.
3. Coordinate program and community outreach across multiple county departments.
4. Lead special projects for the Boulder County Housing Department (BCHD) and Boulder County Housing Authority (BCHA).
5. Manage grant-funded projects, including program compliance, reporting, budgeting, contracting, and reimbursement activities.
6. Coordinate procurement and contracting activities, including solicitations, agreements, vendor selections, and contract administration.
7. Monitor project budgets, expenditures, invoices, and project milestones to support successful and timely completion of projects.

Examples of Other Duties

1. Lead coordination and potential integration of Boulder County’s mobile home community initiatives, programs, and services.
2. Manage, oversee, and participate in MHC outreach and community organizing.
3. Lead systems alignment (policy and activities) with municipal leaders.
4. Develop recommendations for MHC case management/navigation and supportive services.
5. Develop recommendations for MHC repair, restoration, rebuilding, or transformation approaches and implementation in partnership with the Office of Sustainability, Climate and Resilience; Community Planning and Permitting; Public Health; and other local jurisdictions as appropriate.
6. Demonstrate commitment and leadership to advance racial equity, diversity, and inclusion related to housing in Boulder County.
7. Help create and lead policies that support owners and renters of manufactured homes.
8. Develop and implement goals, objectives, policies, and priorities for assigned programs via shared leadership with impacted communities.
9. Continuously assess Housing Department manufactured housing partnerships, practices, policies, promising practices, and any vulnerable areas and provide recommendations and solutions.
10. Performs related work, as required
11. May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of

• 7 years of experience leading mobile home community, affordable housing, low-income, and/or under-resourced community initiatives.

Additional related education may count towards required experience.

Supplemental information

PREFERRED QUALIFICATIONS:

• Bilingual in Spanish and English
• 3 years of experience with community outreach to people with lower income.

• Familiarity with or willingness to learn the Pacific Education Group’s Courageous Conversation About Race protocol and the Government Alliance for Racial Equity frameworks and toolsets.
• Thorough knowledge of project and program management.
• Skills in management and administration.
• Ability to troubleshoot a variety of problems.
• Ability to establish effective working relationships with those contacted in the course of work.
• Knowledge of grant and program administration, including budgeting, compliance, contracting, reporting, and monitoring.
• Ability to manage complex projects, competing priorities, timelines, and resources from planning through implementation and completion.
• Working knowledge of mobile home park regulations (including new state laws)
