Job Description

Position Title: Special Project Manager

Position Overview: S2Technologies is seeking a special projects coordinator and business analyst providing managerial support and subject matter expertise to the Program Management Office (PMO) in the operation of assigned mission areas. The duties span broad and various elements of acquisition and logistics, requiring the incumbent to be able to exercise a wide range of technical expertise and knowledge to gain PMO approval to plan, develop, implement, review, analyze, measure, and improve all aspects of Component/unit maintenance and logistics effecting the successful, efficient, and timely completion of assigned projects. Special Project Managers provide executive-level staffing actions and briefings for all integrated logistics support programs, evaluating priorities in relation to strategic plans and recommend corrective actions, and developing logistics support plans for all mission design systems and related subsystems. This category of PMO support provides analysis, problem identification and recommended solutions for the Unit's most difficult, complex, and critical maintenance processes, conducts independent or coordinated studies to identify, evaluate or recommend solutions to management problems. Special Project Managers provide recommendations for issues that require new procedures resulting in changes to established work methods. These managers provide input and recommendations to the PMO towards the direction of automated and database business analysis tools, modeling and concepts including Total Cost of Ownership (TCO). A Special Project Manager performs routine clerical, administrative, and logistics tasks as required.

Position Responsibilities:

Represents AFSOC operational interests and requirements for mission-planning systems, applications, hardware, software, data, and associated infrastructure supporting SOF mission planning and execution.

  • Serves as the command-level operational focal point for mission-planning capability requirements, deficiencies, enhancements, modernization efforts, and configuration changes.
  • Identifies, documents, validates, coordinates, and advocates operational mission-planning requirements derived from fielded units, aircrew, mission planners, tactics organizations, and other command stakeholders.
  • Evaluates proposed mission-planning capabilities and system modifications for operational suitability, effectiveness, interoperability, usability, and impact on AFSOC mission execution.
  • Coordinates with program offices, acquisition organizations, developers, test agencies, sustainment organizations, and operational units throughout the lifecycle of mission-planning capabilities.
  • Supports development, integration, test, evaluation, certification, fielding, and sustainment of mission-planning hardware and software.
  • Participates in operational test and evaluation and provides operational assessment of new or modified mission-planning capabilities prior to fielding.
  • Coordinates changes to fielded mission-planning environments and assists in establishing priorities for software releases, capability enhancements, deficiency corrections, and technology insertion.
  • Ensures mission-planning solutions support applicable AFSOC tactics, techniques and procedures; mission guides; operational concepts; aircraft capabilities; navigation requirements; communications requirements; and mission equipment.
  • Assesses mission-planning capability gaps and develops or coordinates proposed solutions to address emerging operational requirements.
  • Maintains awareness of current and emerging technologies applicable to SOF mission planning and evaluates their potential operational utility.
  • Facilitates communication between technical organizations and operational users, translating operational requirements into technically actionable requirements and technical limitations into operationally meaningful information.
  • Coordinates across AFSOC weapon systems and mission areas to promote interoperability, standardization, common solutions, and efficient use of mission-planning resources where operationally appropriate.
  • Provides subject-matter expertise to command leadership regarding mission-planning capability, limitations, risks, modernization priorities, and impacts to operational readiness.
  • Represents AFSOC mission-planning interests at working groups, configuration boards, requirements reviews, technical interchange meetings, test events, program reviews, and other DoD or Air Force forums.
  • Reviews technical documentation, requirements documents, test plans, deficiency reports, engineering changes, capability proposals, and other mission-planning documentation from an operational perspective.
  • Coordinates with supported units to ensure fielded mission-planning systems remain capable of supporting peacetime, contingency, training, and combat operations.
  • Advises government and contractor personnel on AFSOC operational mission-planning processes, requirements, priorities, and employment considerations.

Position Hard Requirements:

  • 5 years' of SOF experience with operational component in the domain of tactical ground, maritime or aviation
  • Minimum Bachelor's degree in Business, Engineering, or an Aviation discipline

Prefferred Qualifications and Skills:

  • Experience in AFSOC operations, aircrew mission planning, navigation, operational testing, requirements development, systems integration, acquisition, or mission-planning system development is highly desirable.

Required Security Clearance:

  • Active DoD Top Secret/SCI security clearance

Education:

  • Minimum Bachelor's degree in Business, Engineering, or an Aviation discipline.
