The Job
This role is responsible for the safety management of both special equipment and process systems, including regulatory compliance, risk assessment, change management, incident investigation, and emergency response, to ensure the safe and stable operation of the production system.
Your Responsibilities
•Be the first person responsible for safety and environmental protection of the post and the work content for which they are responsible. Study and comply with safety and environmental protection related laws and regulations, company systems and operating procedures, and fulfill the safety and environmental protection production duties and job safety and environmental protection production responsibilities stipulated by law in their work.
•Shall receive education and training on production safety and environmental protection, master the knowledge of production safety required for their jobs, understand the risk factors, precautionary measures and emergency response to accidents that exist in their workplaces and jobs, improve their production safety skills, and enhance their ability to prevent accidents and deal with emergencies.
•In the course of their work, they should strictly implement their responsibilities for job safety and environmental protection, comply with the safety and environmental protection production rules and regulations and operating procedures of the organization, obey the management, and correctly wear and use labor protective equipment.
•If you find any hidden safety and environmental protection accidents or other unsafe factors, you should report them immediately and comply with the company's safety observation, attempted accident and accident reporting system.
•When discovering emergencies that directly jeopardize personal safety, they should stop work or evacuate the workplace after taking possible emergency measures. Reject unauthorized direction and forced risky operation.
•Execution and compliance with provisions of the company Quality and Food safety management system, GMP regulations, Legal and regulatory requirements, learn and master ADM food safety culture and knowledge.
•Organizing to establish safety technical archives of special equipment;
•Going through the special equipment service registration;
•Organizing to formulate special equipment operation procedures;
•Organizing special equipment safety education and energy conservation training;
•Organizing periodic self-inspection of special equipment;
•Preparing regular inspection plan for special equipment, and supervising the implementation of periodic inspection and safety hazards governance;
•Reporting special equipment accidents according to regulations, participating in special equipment accident rescue, and assisting in accident investigation and aftercare;
•Dealing with the potential accident hazards of special equipment immediately once they are found; if the situation is urgent, making a decision to stop using the special equipment and reporting it to the person in charge of safety administration of the unit in time;
•Correcting and stopping the illegal behavior of special equipment operating personnel.
•Promoting and implementing the Special Equipment Safety Law of the People's Republic of China and relevant laws, regulations, rules and safety technical specifications;
•Organizing to formulate special equipment accident-specific emergency response plan and organizing periodic drills;
•Under the regional TPS lead, to develop and apply of hazard assessment tools, technology and management systems designed to protect people, property, and the environment by preventing or mitigating process safety incidents.

•Support the production team in carrying out TPS work by providing guidance and assistance, such as the daily identification of CSD (Critical safety device) in the production department
•Develop and maintain the CSD PM plan, make sure the PM finished on time.
•Work together with process engineers to finish process hazard analyses (HAZOP, LOPA, FMEA, etc.) covering key risk areas such as starch dust explosion protection, hazardous chemicals (hydrochloric acid, caustic soda) storage and use, high-temperature steam systems, and biological wastewater treatment (anaerobic/aerobic).
•Work with the product team to establish Chemical Safety Operating Procedures, with emphasis on corrosive chemical handling and emergency response for hydrochloric acid and caustic soda.
•Drive implementation of the 14 elements of PSM, including Process Safety Information (PSI), Mechanical Integrity (MI).
•Lead Mechanical Integrity Audits to ensure compliance of pressure vessels, safety valves, explosion venting devices, and combustible/toxic gas detectors.
•Investigate process-related TPS near misses and incidents; develop and implement corrective actions addressing root causes.
•Develop and deliver training programs on special equipment safety, process safety topics, such as dust safety, chemical MSDS awareness,
•Report to Maintenance Manager, Carbohydrate Solutions Tianjin.
Your Profile
•Bachelor’s degree or above in Process Equipment and Control Engineering, Mechanical Engineering, Chemical Engineering, Industrial process Safety, or a related field.
•5+years’ experience in special equipment management or process safety management in the chemical, pharmaceutical, or food industry is preferred. Working experience within an MNC environment preferred.
•Proficient in HAZOP, LOPA, SIL classification and other risk analysis methodologies.
•Strong understanding of PSM core elements such as Mechanical Integrity, MOC, and PSSR.
•Valid Special Equipment Safety Administrator Certificate (T Certificate); knowledge of PSM and experience in HAZOP preferred;
•Familiarity with the Special Equipment Safety Law of the People’s Republic of China and relevant regulations and technical standards;
•Proficient in using office software and basic data management;
•Strong communication, risk assessment, and site supervision skills.
•Detail-oriented, responsible, and capable of logical analysis under pressure.
•Good at English in listening , speaking, reading and writing.
