Job Description

Job Title Special Education Homebound/Home-Based Instructional Facilitator
Supervisor Director of Special Education
Terms of Employment: TBD based on student need

This position provides organization and implementation of instructional programming to meet the needs of special education students eligible for medical homebound and home-based who require services to be provided during regular school hours.

Essential Duties
1. Implement instructional activities provided by students' teacher(s) of record, including and modifications/accommodations included in the student's Individualized Education Plan (IEP).
2. Provide effective instruction that is clear, compelling, and engaging.
3. Communicate with students' teachers regularly to secure assignments and any specific information needed to provide adequate instruction.
4. Pick up and deliver student assignments and/or ensure successful electronic submission of assignments.
5. Collaborate with students, parents, and other staff members to develop appropriate IEPs and plans for instruction.
6. Serve as a liaison between school and home for delivery of instructional services.
7. Utilize appropriate student behavior management interventions during instruction.
8. Progress monitor student performance.
9. Coordinate the assignments of the student's base-school and the homebound/home-based service so that the student will be able to return to school with the least possible adjustments.
10. Provide consultation to other members of the student's IEP team about student needs.
11. Carry out responsibilities for test administrators for district and statewide assessments.
12. Complete required reports and paperwork in a timely manner.
13. Manage materials and equipment appropriately.
14. Use appropriate technology during instructional delivery.
15. Communicate effectively, accurately, and clearly, both orally and in writing, with other professionals.
16. Attend in-service/seminars for professional development related to job assignments.
17. Keep informed of and comply with federal, state, district, and school regulations and policies for educators.
18. Compile and maintain all physical and digital reports, records, and other documents required.
19. Travel within the district to home and community locations.
20. Carry and maintain all materials needed for instruction.
21. Manage a flexible schedule.

Minimum Qualifications (Knowledge, Skills and Abilities Required)

  1. Valid South Carolina Teaching Certificate in Special Education
  2. Minimum 3 years successful teaching experience
  3. Maintain a valid driver's license and have access to reliable transportation
  4. Available to provide instruction in student homes/community settings during regular school day hours
  5. Such alternatives to the above qualifications as the Board may find appropriate and acceptable


Physical Requirements

While performing the duties of this job, the employee is regularly required to stand and reach with hands and arms; walk; sit; stoop or kneel; crouch or crawl.
Additional physical requirements include the following:

  • Physically capable of frequently lifting or moving up to 40 pounds;
  • Specific vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to focus;
  • Ability to sit and stand for extended periods of time;
  • Manual dexterity for the purpose of using a telephone and data entry;
  • Read a computer screen and printed material with or without vision aids;
  • Hear and understand speech at normal levels and on the telephone; and
  • Speak in audible tones so that others may understand clearly in person and on the telephone.
