The primary mission of the Organized Retail Crime Unit (ORCU) is to investigate and prosecute complex criminal enterprises, comprised of both traditional and nontraditional organized crime members, involved in all criminal acts having a nexus to retail or wholesale businesses operating within the Commonwealth of Pennsylvania. The organizations investigated and prosecuted by the Unit are involved in the commission of various predicate criminal offenses which include retail theft, organized retail theft, theft, price swapping, burglary, robbery, extortion, identity theft, credit card fraud, check fraud, return fraud, auto theft, money laundering, intimidation of witnesses, conspiracy, assault, aggravated assault, and murder.

In furthering the Section’s long-term investigations, the ORCU makes extensive use of cooperating witnesses, electronic surveillance, and the Statewide Investigating Grand Jury. The Unit maintains a close working relationship with the U.S. Attorney’s offices in the Eastern and Western Districts of Pennsylvania and has prosecuted several major organizations in federal court and also works closely with the Pennsylvania State Police’s Organized Crime Unit throughout the Commonwealth.

Special Agents utilize the entire spectrum of investigative processes and procedures in the conduct of, or in providing assistance with the conduct of, criminal investigations ranging from routine to the most sensitive, complex, and difficult cases. A Special Agent I conducts investigations of cases of limited scope and complexity under the direction and guidance of an experienced agent and/or supervisor. APPENDIX A - Physical Fitness Testing Protocol

Upon a conditional offer of employment all applicants for the position of Agent Trainee are required to successfully complete the physical performance test battery as part the background process. Failure to satisfactorily complete the test, or any portion of the test protocol, will result in disqualification and the Office of Attorney General to rescind the conditional offer of employment.

If an applicant successfully completes the physical performance test battery, the results will be valid for 180 days from the date of completion of the test.

Physical Performance Test Battery

  • The Physical Performance Test Battery consists of four exercise events, immediately preceded by a warm-up session with intermittent rest periods to ensure the safety of the agent.
  • The Physical Performance Test Battery is designed to measure the cumulative effect on each individual.

The Physical Performance Test Battery and Single Standards are detailed below along with a general explanation of each test event's protocols:

Sit Ups30 repetitions (no time limit)300 Meter Run66 secondsPush Ups25 repetitions (no time limit)1.5 mile run15 minutes 54 seconds

  1. Sit-ups: This is a test of the muscular endurance of the trunk including the abdominal muscles and hip flexors. This is an important factor in any use of force scenario and minimizing lower back problems. Example: Gaining control of a suspect.

The individual starts by lying on their back, knees bent at approximately 90 0, feet flat on the ground, and their hands behind the head with their fingers interlaced. Their feet will be firmly held in place. For a repetition to be counted, the individual must flex, touch their knees with their elbows, and then return to the lying position so that the shoulder blades touch the ground. During the exercise, the Individual may not raise their hips or "kip". They may only rest in the unsupported "up" position. The required number of repetitions must be completed. There is no time limit.

  1. 300 Meter Run: This is a measure of anaerobic power. This is an important factor in exerting short bursts of energy. Example: The foot pursuit of a suspect.

The individual must complete a 300-meter sprint in the required time. Please note that you may be running on a 440-yard track. If the track is a standard 440-yard track, the testing administrators will measure 300 meters on the track using a designated lane which all runners will utilize when completing this portion of the test.

  1. Push-ups: This is a measure of dynamic upper body strength. This is an important part of any dynamic physical exertion scenario. Example: Gaining physical control of a suspect or clearing an object from a roadway.

The individual starts in a kneeling position to set their hands palm down on the ground, approximately shoulder width apart. The legs are then extended straight back with the feet together or up to twelve inches apart. The individual flexes their arms at the elbow until the upper part of the arm (Humerus) becomes parallel to the ground. This is approximately three inches off the ground; The individual then returns to the "up" position with a straight or "soft lock" of the elbows. While moving their body as a single unit, the individual must remain in the straight plank position from their head to their heels. The individual may only rest in the "up" position. No other part of the individual's body may touch the ground during the test event, or they fail. There is no time limit.

  1. 1.5 Mile Run: This is a measure of aerobic capacity or V02 Max. This is the foundation for almost all physical tasks. Example: Use of force incident or administering one person CPR.

The individual must complete the 1.5-mile course in or under the required time. On a standard 440-yard track, six laps must be completed. The individual may not leave the track surface prior to successfully completing the course.
