Examples of duties

Under the general direction of the Assistant Director, the Space Planning Program Manager will manage assigned facility programming, facility and space planning initiatives and support the development of consistent, data-informed planning practices across the County’s facility portfolio. The position will be responsible for managing complex planning projects, coordinating multidisciplinary teams, developing project scopes and schedules, assessing program effectiveness and outcomes, and maintaining effective communication with internal and external stakeholders. These responsibilities include program management, project management, resource oversight, performance measurement, research and analysis, and coordination across departments.

The successful candidate will combine strong facility and space planning, project management skills with the ability to understand departmental operations, analyze complex space needs, master planning, facilitate stakeholder discussions, and translate those needs into practical planning solutions.

This position will:

  • Lead and manage facility programming, master planning, space planning, workplace planning, and related pre-design initiatives for County departments and facilities.
  • Work directly with departments and end users to identify operational requirements, staffing projections, service-delivery needs, adjacencies, specialized space requirements, and future growth considerations.
  • Develop and validate project control packages which include programs of requirements, space programs, planning concepts, master planning test fits, space planning test fits, utilization analyses, and other planning deliverables necessary to support facility and capital investment decisions.
  • Evaluate opportunities to optimize the County’s existing facility portfolio through consolidation, renovation, reuse, reconfiguration, and more efficient utilization of space.
  • Manage complex planning projects by establishing scopes, schedules, deliverables, responsibilities, and milestones and coordinating the activities of internal staff, consultants, and other project stakeholders.
  • Facilitate programming workshops, stakeholder meetings, and planning discussions and communicate technical information and recommendations clearly to departmental leadership and other decisionmakers.
  • Conduct research and analysis related to facility needs, space utilization, planning standards, operational trends, and industry best practices and develop recommendations based on findings.
  • Coordinate with RPAMP, DTCI, DGS, OMB, and other County departments to ensure planning efforts are appropriately developed and positioned for transition into design, construction, leasing, or other implementation activities.
  • Support the development and application of Countywide facility planning standards, processes, performance measures, and planning tools to improve consistency and quality across projects.
  • Manage consultant assignments and contracts associated with facility programming, space planning, and related professional services.
  • Provide professional advice and technical expertise to County departments and leadership on facility programming, space planning, workplace strategy, and related planning matters.
  • Supervise assigned staff and provide direction, coaching, workload management, and performance oversight consistent with County policies and procedures.

Hiring salary is commensurate with experience.
