It is an exciting time at Chain IQ. Our Singapore team is seeking a highly motivated Category Expert for Marketing Procurement This role is designed for a strategic procurement professional specialising in commercial management, sourcing strategy, and supplier governance across marketing categories.

You will be based in Singapore and may support clients and regional category initiatives across Southeast Asia. Your core responsibility is procurement strategy, sourcing execution, commercial negotiations, and supplier performance management—not marketing operations, brand strategy, or campaign delivery.

Role Purpose

As the Marketing Procurement Category Expert, you will take end‑to‑end commercial ownership of the Marketing spend category. You will design sourcing strategies, lead negotiations, evaluate agencies and suppliers, and manage commercial governance across media, creative services, digital marketing, production, events, research, and marketing technology.

This is a procurement‑focused role, where you partner with Marketing stakeholders but remain accountable for sourcing excellence, contracting, savings delivery, and supplier management rather than campaign execution or creative direction.

What You Will Do:

Procurement Strategy and Execution

Develop and implement multi‑year Marketing category strategies tailored to Singapore and regional market conditions, aligned with global procurement frameworks and client marketing priorities.

Strategic Sourcing

Lead strategic sourcing events including RFIs, RFPs, commercial assessments, pitch management, and contract negotiations across media buying, creative agencies, production houses, research firms, and MarTech providers.

Regional Procurement Support

Support clients across Southeast Asia through regional sourcing, supplier onboarding, commercial reviews, rate benchmarking, and compliance oversight. This support is procurement‑driven, not campaign execution.

Market Intelligence

Conduct ongoing analysis of the Marketing supplier landscape covering media agencies, creative networks, digital specialists, content studios, event vendors, and research agencies.

Stakeholder Management

Collaborate with Marketing, Finance, Legal, Compliance, and Business teams to ensure all sourcing decisions meet commercial, contractual, brand‑safety, and governance expectations.

Supplier Partnership and Value Creation

Manage key agency relationships, oversee performance through KPIs and SLAs, optimise rate cards, drive value creation, and identify opportunities for consolidation, innovation, and improved return on marketing investment.

Compliance and Risk

Ensure all sourcing activities comply with relevant Singapore regulations, global procurement policies, agency governance frameworks, and ESG standards.

What You Bring:

Expertise

7+ years of experience in procurement, strategic sourcing, or category management with direct experience in Marketing categories (media, creative, digital, production, market research, or MarTech). Experience must be procurement‑focused rather than marketing operational.

Education

Bachelor’s or Master’s degree in Business Administration, Supply Chain, Marketing, Communications, or a related discipline.

Negotiation Power

Strong track record in leading complex commercial negotiations such as media rate agreements, agency retainers, production contracts, digital services, and event services.

Mobility

Based in Singapore with the flexibility to travel regionally to support category initiatives, supplier evaluations, and client engagements.

Analytical Mindset

Ability to analyse marketing spend, evaluate rate cards, assess supplier proposals, and translate commercial insights into strategic recommendations.

Stakeholder Influence

Excellent communication and influencing skills, with experience engaging senior Marketing and business stakeholders in a matrix environment.

Language

Fluency in English is essential. Additional regional languages will be an advantage.
