Responsibilities of the Sourcing Analyst position include but are not limited to:
Complies with all agency procurement policies and procedures, State of Ohio procurement regulations and Executive Orders when making purchases.
Receives and opens formal bids (Quick Quotes) and proposals.
Compiles information for Release and Permit and/or Controlling Board review and approval.
Works with requestors to establish specifications where products or services have multiple attributes that must satisfy a range of routine, established, customary requirements.Examines the prepared description/specification of the need and analyzes the need to determine if the proper level of detail is provided to be able to source the good or service.Verifies that goods and services meet specifications.
Researches and resolves routine customer and supplier disputes regarding order status, changes, cancellations, shortages, delivery problems and/or other problems.
Places orders and purchases goods and services for the agency.
Issues purchase orders for transactions outside of OhioBuys (direct purchase authority).
Creates, enters and processes requisitions and purchase orders and ensures accuracy.Records and tracks purchase order, requisition and procurement status and approval status of all purchases.
Serves as an agency Payment Card holder and uses card to make authorized purchases for the agency.
Provides mandatory use and compliance review.Places and/or corrects orders against mandatory use contracts.
Identifies potential sources for goods and services. Reviews catalogs and Internet sites and consults with other department personnel to locate source options for goods and services.Compares prices, specifications, availability and delivery dates to determine best fit and best price among potential suppliers.
Posts and distributes opportunities to potential suppliers according to policies and procedures.
Determines if chosen suppliers are in ERP system (OhioBuys, OAKS) and coordinates registration if needed.Refers suppliers to Financial Support Services to establish OAKS self-service and training.
Coordinates travel arrangements including flights and hotels, determines the best available price that meets traveler and agency needs and requirements.
Performs other duties and works on special projects as directed.
