Performs advanced managerial work providing direction and oversight the internal operations of the Elections Division, including oversight of the Texas Election Administration Management Program (TEAM).Work involves establishing the strategic plan and setting goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED:

·Provides comprehensive oversight of the day-to-day operations of the Elections Division.

·Supervises the elections division’s election day activities, the election inspector program, seminars, conferences and online training platforms.

·Oversees the preparation of official documents related to general elections and special elections

·Oversees the candidate filing process.

·Provides comprehensive oversight of the statewide voter registration system and the election information management system.

·Manages day-to-day activities of program staff and oversees all programmatic responsibilities.

·Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

·Works collaboratively with management to develop strategic plans and long- and short-term goals for the team.

·Develops and implements techniques for evaluating program effectiveness.

·Monitors budget expenditures, and makes adjustment as necessary.

·Plans, implements, monitors, and evaluates internal and user specific policies and procedures and best practices.

·Prepares management and productivity reports; reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.

·Identifies areas of needed change and makes recommendations to improve operations.

·Provides technical expertise and guidance regarding questions related to the election audit program.

·May oversee the implementation of changes resulting from new legislation.

·May oversee program analyses, research studies, and internal audits.

·Supervises the work of others.

·Performs other related work as assigned.

Qualifications

REQUIRED QUALIFICATIONS:

·Graduation from an accredited four-year college or university with major coursework in computer information systems, business administration, government, public affairs/administration, or a related field. Related work experience may be substituted for educational requirement.

·A minimum of 5 –10 years of work experience related to the election or voter registration process.

PREFERRED QUALIFICATIONS:

·Work experience with city, county, state and/or federal election processes.

·Working knowledge of election administration best practices as it related to the election process.

·Experience with Texas Election Laws

·Experience with the Texas Legislative Process

·Experience with relevant election applications and technology

Knowledge, Skills and Abilities

·Strong verbal and written communication skills.

·Skills in instructing others, in facilitating workshops, and in the use of a computer and applicable software.

·Ability to provide technical assistance or guidance to peers and external clients.

·Ability to formulate learning objectives, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, to communicate effectively, and to assign and/or supervise the work of others.

·Work experience with web-based applications.

·Ability to handle difficult situations and to identify and solve problems.

·Strong analysis, problem-solving and decision-making skills

·Excellent computer skills in Microsoft Office applications.

·Ability to maintain a professional demeanor in interaction with others.

·Ability to adhere to approved work schedule and maintain attendance and punctuality.

·Ability to work overtime and extended hours on projects.

·Highly organized; ability to manage multiple projects simultaneously and meet deadlines

·Ability to engage in a collaborative, results-oriented team environment
