BRIEF POSITION SUMMARY

Performs highly complex (senior-level) budget preparation and analysis work for the Texas Secretary of State. Work involves coordinating budgetary activities, reviewing and analyzing budgets and performance measures, and providing technical advice and assistance on budgetary matters. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL POSITION FUNCTIONS AND RESPONSIBILITIES

  • Prepares, analyzes, forecasts, and monitors project and program operating budgets; and performs related financial and reconciliation functions.
  • Prepares financial statements, reports, schedules, and exhibits; prepares and/or processes general journal entries;
  • Prepares or assists in the preparation of operating budgets, legislative appropriations requests, fiscal notes, analyses of legislation, and agency budget instructions
  • Prepares or assists in the preparation of reports on performance measures
  • Prepares or assists in the preparation of budgets to provide management with expenditure data, trends, and recommendations
  • Maintains trend data and prepares graphs, reports, and forecasts
  • Advises staff on areas in which action may be required to stay within budget
  • Prioritizes work under general supervision, all within the specified deadlines determined by the Director and/or designee
  • Provides back-up and assistance to all areas as needed
  • Performs related work as assigned
  • Maintains relevant knowledge necessary to perform essential job functions
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures.
  • Complies with all agency policies and procedures

Qualifications

MINIMUM QUALIFICATIONS

  • Education: Graduation from high school or equivalent
  • Education: Bachelor's degree from an accredited college or university; major course work in accounting, finance, business, public administration
  • Experience: Two (2) years of full-time experience working in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis, business, public administration
  • Experience using Uniform Statewide Accounting System (USAS).
  • Experience using (Centralized Accounting and Payroll/Personnel System (CAPPS) Financial Applications.
  • Experience with Automated Budget and Evaluation System of Texas (ABEST)

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • State and federal laws and regulations relevant to governmental budgeting, accounting, and fiscal management procedures;
  • State of Texas accounting, budgetary, and fiscal management procedures, including experience in interpreting/implementing the State of Texas General Appropriations Act;
  • Legislative appropriation request and annual operating budget process;
  • generally accepted accounting principles and budget practices and procedures;
  • forecasting methodologies; and
  • performance measurement and reporting.

Skill in:

  • handling multiple tasks, prioritizing, and meeting deadlines;
  • developing measures of performance and measures of effectiveness;
  • using a computer for word-processing, data entry/retrieval, and spreadsheet software, with proficiency in Microsoft Word and Excel;
  • analyzing financial data;
  • effective oral and written communication; and
  • exercising sound judgment and effective decision making.

Ability to:

  • devise solutions to budget related issues;
  • gather, assemble, correlate, and analyze fiscal information;
  • develop and evaluate policies and procedures; prepare complex and concise reports within required timeline;
