Department Context

ITS Operations and Country Engagement Department (ITSOE) delivers innovative products and services to frontline staff working on over 6,000 projects throughout every Region and Global Practice. Our teams support and enable Bank priorities, boost operations efficiency and effectiveness, and facilitate Operational knowledge discovery. Our delivery model leverages global expertise, design and architecture, leading technology, and robust processes to deliver business solutions that ensure value for money.

Unit Context

The ITS Country Engagement unit (ITSCE) delivers digital solutions that support global and country-specific products, enables systems aligned with the World Bank Group’s Country Engagement Model, and provides geospatial capabilities that enhance project visibility, spatial analysis, and impact tracking. The unit also drives the design and delivery of AI-powered business solutions that strengthen regional operations and country engagement.

The ITSCE unit is seeking a Solutions Architect to define and oversee the technical architecture for digital solutions supporting country teams, including the Country Partnership Framework (CPF) and Country Policy and Institutional Assessment (CPIA) platforms. These products are central to country engagement, strategy development, and operational assessment processes, requiring secure, scalable, maintainable, and well-integrated technology solutions.

The Solutions Architect will work closely with country teams, Operations Policy and Country Services (OPCS), product owners, IT delivery teams, platform and security specialists, and operational support teams to ensure solutions align with enterprise architecture standards, technology roadmaps, and the World Bank Group’s strategic priorities. The role is responsible for translating business needs into sustainable technical designs, providing architectural leadership throughout the solution lifecycle, and ensuring the successful delivery of high-quality digital products.

Specific Responsibilities:

• Define solution architecture, integration patterns, and low- and high-level designs for CPF, CPIA, and related ITSCE Country Solutions products, ensuring alignment with business, enterprise, security, and operational requirements.

• Partner with product owners, country teams, OPCS, and IT delivery teams to translate business priorities into feasible solution options, implementation guidance, and technical decisions.

• Assess trade-offs, dependencies, risks, non-functional requirements, and total cost of ownership to support secure, scalable, and sustainable technology solutions.

• Collaborate with platform, security, infrastructure, and operations teams to ensure solutions align with enterprise architecture standards, technology roadmaps, and operational requirements.

• Prepare architecture diagrams, technical presentations, decision records, recommendations, and solution walkthroughs to support alignment, governance, and informed decision-making.

• Provide technical leadership throughout the solution lifecycle, including design reviews, implementation guidance, code reviews, and mentoring of engineering teams.

• Promote reuse, standardization, interoperability, security-by-design, maintainability, and the responsible adoption of emerging technologies, including AI-enabled capabilities.

• Support Agile and SAFe delivery practices by participating in planning, design discussions, technical reviews, and continuous improvement activities.

Selection Criteria

• Master's degree in business, STEM fields (Science, Technology, Engineering, Mathematics), computer science, or a related field, with a minimum of five (5) years of relevant experience; or a Bachelor's degree with a minimum of seven (7) years of relevant solution architecture, software engineering, or related experience.

• Strong solution architecture expertise across enterprise architecture, distributed systems, integration design, scalability, resilience, security, maintainability, and supportability.

• Hands-on experience designing and developing IT solutions using .NET/C#, ASP.NET Core, JavaScript/TypeScript SPA frameworks such as Angular or React, Python, PostgreSQL, SQL Server, Azure PaaS services (including App Service, Functions, Service Bus, Storage), Azure AI Foundry, Azure AI Search, or comparable AWS services.

• Experience designing secure and scalable LLM-based features and Generative AI integrations, including prompt orchestration, retrieval-augmented generation (RAG), tool/function calling, agentic workflows, model evaluation, monitoring, and responsible AI controls using technologies such as LangChain, LangGraph, Semantic Kernel, Agent Framework, Azure AI Foundry, Azure AI Search, or related services.

• Practical understanding of enterprise security, data protection, identity management, compliance, reliability, observability, and operational support.

• Strong communication, facilitation, and presentation skills, with the ability to explain complex technical concepts to both business and technical audiences.

• Demonstrated ability to mentor engineers, review implementations, and improve engineering quality, maintainability, and delivery discipline.

• Good understanding of Agile delivery and SAFe practices, with experience producing architecture documentation, technical diagrams, and decision records.

• Microsoft Azure Solutions Architect Expert certification and/or SAFe certification is considered a strong advantage.

• Demonstrated ability to perform advanced-level research and analysis and oversee complex technical initiatives with limited supervision.

• Passion for innovation and staying current with emerging technologies and industry trends.

• Ability to learn quickly, adapt to changing priorities, and take ownership of deliverables and outcomes.

• Proficiency in English.
