Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

You will be responsible for:

  • collaborating with Application Manager, Business Analysts, and stakeholders to explore business demand at pre‑prioritisation stage, including requirements assessment, solution planning, and impact analysis, with a focus on developing fit‑for‑purpose solution direction aligned to business and operational needs;
  • viewing business solutions holistically to ensure seamless integration and alignment across applications, platforms, and supporting technologies, and ensuring designs are consistent, scalable, and aligned with enterprise architecture principles;
  • working closely with application, infrastructure, and business to develop high‑level and conceptual solution designs, particularly for initiatives involving multiple systems or cross‑platform considerations;
  • developing, analysing, and recommending solution options with clear rationale, and driving alignment towards fit‑for‑purpose architectural decisions, based on business demand, enterprise architecture, and a balanced evaluation of functional and non‑functional requirements, cost, risk, and long‑term sustainability;
  • evaluating vendor and third-party proposals and providing architectural guidance, ensuring solutions are aligned with enterprise standards, architectural direction, and organisational context, and avoiding unfit or vendor‑driven design adoption;
  • ensuring solution architecture design is documented in a structured and reusable manner, including the use of Architecture Decision Records (ADR) to capture key architectural decisions, rationale, and trade‑offs, plus applying, extending established solution patterns and architectural artefacts where appropriate to support consistency and reuse;
  • applying and drafting enterprise architecture standards, patterns, and design guidelines to solution development and contributing feedback for continuous improvement;
  • working with subject matter experts (e.g. cloud, network, security) to incorporate technical input into solution architecture, while ensuring overall solution design coherence and facilitating architectural decision-making;
  • supporting architecture governance and design review processes, providing clear architectural recommendations, articulating design rationale, and helping drive alignment and timely decision‑making across stakeholders;
  • grounding architectural discussions and decisions in business priorities, operational constraints, and relevant industry practices, and guiding stakeholders towards practical and implementable outcomes;
  • identifying and evaluating emerging technologies and innovation opportunities, and assessing their applicability based on business value, organisational readiness, and operational fit, rather than technology trends alone;
  • collaborating with the Technology & Architecture team to support business and technology innovation initiatives, including areas such as data, digital platforms, and AI‑related use cases, ensuring alignment with enterprise architecture and governance;
  • providing architectural input to support the development of coherent and sustainable technology adoption approaches, including cloud and platform usage, ensuring alignment with enterprise standards and operational practices;
  • keeping abreast of relevant technology trends and industry practices, and proactively communicating insights where they are applicable to organisational needs;
  • providing governance and guidance on solution architecture, application security, and technology standards in alignment with EA principles; and
  • performing any other duties from time to time as the Authority may reasonably direct.

You Should:

  • possess a recognised university degree or above in computer science, information systems or equivalent;
  • have a minimum 10 years of IT experience with at least 5 years in solution architecture roles, including experience in API and large‑scale strategic programmes or projects involving multiple systems or platforms;
  • have solid experience in designing solution architectures in complex, multi‑system environments, with strong understanding of integration approaches and cross‑platform considerations;
  • have good understanding of cloud‑based architecture and design approaches, with the ability to incorporate such capabilities into solution‑level design aligned to organisational standards and practices;
  • possess practical experience or good understanding of enterprise architecture frameworks such as TOGAF;
  • demonstrate the ability to translate business needs into clear architectural direction and recommendations, with sound judgement and structured reasoning;
  • have experience working collaboratively with technical subject matter experts while maintaining ownership of solution design coherence and decision‑making;
  • demonstrate strong analytical skills and a methodical, outcome‑oriented approach to problem solving, with the ability to balance trade‑offs and define pragmatic solutions;
  • have strong communication and stakeholder management skills, with the ability to clearly articulate architectural concepts, decisions, and rationale to both technical and non‑technical audiences;
  • be able to drive alignment and influence stakeholders to reach practical, fit‑for‑purpose design decisions in a timely manner;
  • have a mindset of continuous learning, with interest in emerging technology areas such as data, cloud, and AI, and the ability to evaluate their relevance to business needs; and
  • be proficient in written and spoken English and Chinese.

About West Kowloon Cultural District Authority

Stretching across 40 hectares of reclaimed land, WestK is one of the largest cultural projects in the world, blending art, education and open space.

Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. Providing 23 hectares of public open space with two kilometres of vibrant harbour-front promenade it will also include a variety of arts and cultural facilities that will produce and host world-class exhibitions, performances and arts and cultural events.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.

By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.

Although the whole project will take time to complete, we are already busy organising a wide range of cultural activities on site. Visit our website for details of upcoming events.
