The Solution Architect leads technical solutioning and owns the development of compelling, high-quality technical proposal content for complex Civilian and DoD pursuits. This role sets the technical narrative, shapes win strategies, and ensures proposals are clear, compliant, executable, and competitive. The ideal candidate brings strong technical leadership, strategic thinking, and the ability to translate complex customer requirements into practical and innovative solutions aligned to mission objectives.

This role works closely with the CTO, executive leadership, Capture, Business Development, Proposal Management, Pricing, and Delivery teams to develop differentiated and winning solutions that support customer missions across federal civilian agencies and defense organizations.
The Solution Architect will play a critical role in shaping technical strategy, developing discriminators, strengthening proposal quality, and driving solution innovation across the organization.

Key Responsibilities

  • Lead end-to-end technical solution development for complex Civilian and DoD proposals, serving as the primary author and reviewer of technical volumes and solution narratives.
  • Produce and enforce clear, persuasive, customer-focused proposal language aligned with evaluation criteria, customer priorities, and win strategies.
  • Analyze complex federal and DoD solicitations to identify solution requirements, technical risks, compliance considerations, and competitive opportunities.
  • Partner with Capture, Business Development, Proposal Management, Pricing, and Delivery teams to shape win themes, discriminators, technical strategies, and solution messaging.
  • Develop and review architecture diagrams, CONOPS, solution frameworks, implementation approaches, and technical narratives that clearly articulate the proposed solution.
  • Develop and support Basis of Estimate (BOE) and Level of Effort (LOE) activities in coordination with pricing, staffing, and delivery teams to ensure solutions are realistic, executable, and aligned with customer requirements.
  • Validate technical assumptions, staffing models, labor mixes, implementation approaches, schedules, and transition strategies to support accurate cost estimation and proposal competitiveness.
  • Ensure alignment across technical approach, staffing, transition, pricing, schedule, and contract requirements to deliver executable and competitive solutions.
  • Lead solution reviews, color team reviews, technical strategy sessions, and executive briefings, incorporating feedback and driving continuous improvement.
  • Support oral proposals, customer presentations, demonstrations, and technical discussions as required.
  • Drive continuous improvement of technical proposal content, reusable artifacts, solution libraries, and proposal development processes.
  • Stay informed on emerging technologies, federal market trends, customer mission priorities, and competitive landscapes to strengthen solution innovation and competitiveness.

Skills, Knowledge and Expertise

  • 5+ years of experience in Solution Architecture, Technical Leadership, Capture Solutioning, or Technical Proposal Development, with significant experience supporting Civilian and DoD customers.
  • Proven experience authoring and leading technical proposal responses for complex federal pursuits, including technical volumes, management approaches, staffing strategies, and solution narratives.
  • Exceptional proposal writing, editing, and communication skills, with the ability to translate complex technical concepts into clear, compelling, customer-focused, and compliant proposal content.
  • Strong understanding of federal and DoD acquisition processes, procurement lifecycle, solicitation structures, and evaluation criteria, including Sections L and M.
  • Experience supporting capture and proposal efforts in fast-paced, deadline-driven environments while leading cross-functional technical collaboration.
  • Experience developing technical approaches, BOEs, LOEs, staffing strategies, transition plans, and implementation methodologies aligned with pricing and delivery models.
  • Strong collaboration and communication skills with the ability to work effectively with executives, CTO leadership, capture managers, proposal managers, pricing teams, and delivery organizations.
  • Ability to think strategically while remaining hands-on in technical solutioning and proposal development activities.
  • Proficiency with Microsoft Office Suite and collaboration platforms.

Preferred Qualifications

  • Experience supporting multiple federal civilian agencies, DoD organizations, or mission areas.
  • Hands-on technical background in areas such as software engineering, systems architecture, cybersecurity, cloud platforms, DevSecOps, AI/ML, enterprise modernization, or digital transformation initiatives.
  • Expertise developing solutions involving cloud modernization, cybersecurity, DevSecOps, AI/ML, data platforms, enterprise IT modernization, and low-code/no-code platforms such as Appian, ServiceNow, and Salesforce.
  • Familiarity with APMP, Shipley, or other federal proposal development best practices; APMP certification preferred.
  • Experience supporting oral proposals, technical demonstrations, executive briefings, and customer presentations.
  • Experience developing architecture diagrams, CONOPS, technical roadmaps, and implementation frameworks.
