Under general supervision, provides “frontline customer service” by providing general information regarding Mesa County Solid Waste Management services, products, programs, and activities to the general public. Directs traffic and performs load checks. Assists in litter control and routine upkeep of the Mesa County Solid Waste Campus. Assists in general labor activities around the Solid Waste Campus. If assigned, may conduct site management of the Mesa County Transfer Station.
ESSENTIAL JOB FUNCTIONS:

Direct traffic on landfill and compost tipping deck to ensure safe unloading of refuse.
Direct the public to appropriate dumping areas depending on the contents of their refuse.
Continuously monitors the tipping deck for unauthorized wastes and monitors all incoming materials to ensure refuse being dumped complies with Federal, State, and Mesa County regulations and policies.
Perform load inspections as required to ensure materials coming into the facility are approved and in compliance with the Division’s Engineering Design and Operation Plan.
Utilizes skills related to good customer service and answers customer questions related to policies and regulations of the Solid Waste Management Division, including the landfill and satellite facilities. Respond to citizen’s unique needs and complaints.
Monitor Public Drop-Off area and Recycle Yard for illegal dumping.
Identify and report safety concerns to the Site Manager.
Provide litter control, including collection of blown litter generated from the landfill tipping area.
Assist with overall site cleanliness and upkeep including but not limited to washing buildings, cleaning vehicles and equipment, and cleaning under the scales.
Grounds maintenance outside of buildings.
Maintain all site signage and fencing.
Conduct housekeeping and janitorial duties in the shop building.
Assist at all waste diversion areas, including but not limited to the compost facility, white goods, waste tire drop-off, public drop-off area, mattress recycling program, and the traditional recycling yard.
Safely operates junior-level equipment to move materials on-site. Equipment includes but may not be limited to the midsize skid steer, mini excavator, compost bagger, a tire baler, and tire de-rimmer.
If assigned to the transfer station must handle fee collection and operate on-site equipment including a mini excavator and a midsize skid steer. A valid Class C drivers’ license is required for assignment.
Oral communication must be clear and effective.
Perform other related duties as assigned.

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 150 pounds with assistance.
Employee must be able to maneuver in tight places such as the crawl space under a building, climb ladders, step over obstacles, step on and off machinery, etc.
Work is often done outside and must continue even during inclement weather conditions.
The employee is frequently exposed to dirt, smoke, fumes, extreme heat and cold for long duration, outside atmospheric conditions, traffic noise, and dust for sustained periods of time.
The employee is frequently exposed to possible bodily injury from moving mechanical parts of equipment, tools, and machinery.
The employee is occasionally exposed to possible bodily injury from electrical shock, falling from high places, and toxic or caustic chemicals.
Typical noise level of work environment is loud, primarily from engines, equipment, machinery, and power tools.
