Job Description

DarkStar Intelligence seeks a talented Software License Manager to provide expert commercial off-the-shelf (COTS) software portfolio administration to the PM MAGTF C2 program office. This position serves as the central administrator for the MAGTF C2 COTS software portfolio across fielded, laboratory, test, and training assets, in support of the Product Support and Sustainment team lead. The selected candidate will draft license management procedures, coordinate and track software requests, facilitate procurement workflows, and monitor the license lifecycle from activation through deactivation. This role supports the full software license management lifecycle, including portfolio analysis for consolidation and cost savings, procurement execution, and the maintenance of configuration status, renewal schedules, cost forecasts, and purchase order trackers.

Note: This position is contingent upon contract award

Responsibilities

  • Serve as the central administrator for the MAGTF C2 commercial off-the-shelf (COTS) software portfolio, including fielded, laboratory, test, and training assets, supporting the Product Support & Sustainment (PSS) team lead.
  • Ensure all software license assignments are approved by the PM MAGTF C2 representative (currently the PSS team lead).
  • Draft license management procedures; coordinate and track incoming COTS software requests; facilitate procurement workflows; monitor license lifecycle from activation through deactivation.
  • Analyze the existing COTS portfolio to identify consolidation and cost-savings opportunities; recommend based on usage statistics and cross-program optimization.
  • Assist in executing purchases and tracking order status.
  • Establish and manage procurement timelines and maintain: configuration status, license expiration/renewal schedules, COTS portfolio cost forecasts, software utilization/accounting, and purchase order status trackers.

Requirements

  • Secret Clearance
  • 4 years of experience
