Role Purpose

Lead the end-to-end technology delivery and platform ownership for all Cards systems — covering card issuing, authorization, switching, clearing & settlement, disputes, and card servicing.
The role ensures resilient operations, regulatory compliance, business growth enablement, and modernization of platforms.
It also requires strong regional stakeholder management and effective vendor governance to align priorities across countries and external partners.

Key Responsibilities

Technology & Delivery

  • Own and manage the full Cards technology stack and roadmap.
  • Deliver features, compliance changes, and modernization initiatives on time.
  • Ensure performance, scalability, and seamless integration with Core Banking, Channels, Fraud, and Schemes.

Architecture & Modernization

  • Drive transformation from legacy systems to API-based microservices.
  • Align to Group target-state architecture and engineering standards.

Platform Reliability & Risk

  • Maintain 24/7 availability for authorization and switching.
  • Ensure PCI-DSS compliance and adherence to BNM/MAS regulations.
  • Lead incident response, RCA, and continuous improvement.
  • Strengthen cybersecurity and fraud mitigation controls.

Stakeholder & Vendor Management

  • Engage and align stakeholders across Malaysia, Singapore, and regional teams on priorities, delivery, and risk topics.
  • Manage vendors, scheme partners (Visa/Mastercard/AMEX), and technology providers, ensuring contract performance and service quality.
  • Represent Cards Engineering in cross-market governance, planning, and delivery forums.

People Leadership

  • Lead a multi-disciplinary engineering team (backend, API, QA).
  • Build deep domain expertise in authorization, schemes, settlement, and disputes.
  • Drive engineering excellence, continuous learning, and talent development.

Required Skills & Experience

Technical

  • Strong knowledge of cards issuing, authorization, interchange, scheme interfaces, settlement, and rewards.
  • Engineering background in Java, Spring Boot, APIs, microservices, and payment systems.
  • Experience with high-throughput, low-latency platforms.
  • Familiarity with DevSecOps, Kubernetes/OpenShift, and cloud architecture principles.

Domain & Regulatory

  • Understanding of PCI-DSS, card scheme mandates, and BNM/MAS guidelines.
  • Experience with scheme certification and compliance cycles.

Leadership & Collaboration

  • Proven ability to lead engineering teams and deliver complex transformation programs.
  • Strong regional stakeholder management, including cross-country alignment and influence without authority.
  • Solid vendor management skills — negotiation, contract governance, and service performance management.
  • Excellent communication, prioritization, and decision-making.

Success Measures (KPIs)

  • Reliability: Authorization uptime, switching uptime, latency performance.
  • Delivery: Roadmap completion, automation coverage, defect leakage.
  • Risk & Compliance: PCI-DSS outcomes, MTTR, incident recurrence.
  • Business Impact: Faster product launches, improved fraud controls, customer satisfaction.
  • Regional & Vendor Effectiveness: Stakeholder alignment, vendor SLA adherence, scheme certification success.
