Digital Consultants seeks a Software Applications Lead / Alternate Program Manager who serves as the senior technical lead for AFOSI's enterprise application modernization portfolio while acting as the designated Alternate Program Manager for the AFOSI IT Support Services contract. This individual provides leadership, oversight, and strategic direction for application development, sustainment, integration, and modernization efforts that support the Department of the Air Force (DAF) 365, Microsoft Power Platform, Appian, Atlassian Jira/Confluence, and Hyland OnBase environments.
Duties to include:
Alternate Program Management
- Serve as the designated Alternate Program Manager and assume full Program Manager responsibilities during periods of absence.
- Support overall contract execution, staffing, performance management, risk management, and customer engagement activities.
- Assist with preparation and delivery of program status briefings, executive reports, meeting minutes, and technical documentation.
- Coordinate activities across technical teams to ensure contract requirements, service levels, and deliverables are achieved.
- Support Agile and Waterfall project management activities including Sprint Planning, Sprint Reviews, backlog management, Kanban boards, and stakeholder communications.
- Maintain continual coordination with AFOSI leadership to ensure project priorities align with mission requirements.
Software Applications Leadership
- Lead enterprise application strategy, modernization, sustainment, and integration efforts across AFOSI application environments.
- Provide technical oversight for DAF365 SharePoint Online, Power Platform, Appian, Atlassian Jira/Confluence, and Hyland OnBase solutions.
- Lead requirements gathering, solution architecture reviews, application design sessions, and modernization initiatives.
- Establish application development standards, governance processes, coding practices, and configuration management procedures.
- Ensure applications comply with DAF, DoD, RMF, cybersecurity, privacy, and data protection requirements.
- Provide technical leadership and mentoring to developers, administrators, and engineers supporting enterprise applications.
- Support application testing, User Acceptance Testing (UAT), deployment planning, and production releases.
- Coordinate application integrations across cloud-hosted and on-premise environments.
DAF365 / Power Platform Oversight
- Oversee SharePoint architecture, site collections, hubs, permissions, and collaboration environments.
- Guide development of Power Apps, Power Automate workflows, Power BI dashboards, and related Power Platform solutions.
- Ensure enterprise solutions follow governance, security, and Zero Trust requirements.
Appian Platform Leadership
- Lead Appian application development, workflow automation, interface design, records management, and process optimization initiatives.
- Oversee Appian solution architecture, integrations, dashboard development, and enterprise workflow modernization efforts.
- Ensure applications comply with DAF security, governance, and data handling requirements.
Atlassian and OnBase Leadership
- Provide oversight for Jira Software, Jira Service Management, Confluence, and Hyland OnBase environments.
- Lead workflow design, automation initiatives, knowledge management, document management, and process digitization efforts.
- Support platform administration, governance, user adoption, and continuous improvement initiatives.
Stakeholder Engagement
- Serve as the primary interface between government stakeholders and application development teams.
- Conduct customer engagements, requirements workshops, solution demonstrations, and strategic planning sessions.
- Identify opportunities to improve mission effectiveness through automation and technology modernization.
- Support enterprise-wide IT initiatives and emerging capability requirements.
Requirements
- Clearance: Active Top Secret required and with SCI access desired.
- Certifications: PMP or PMI-ACP preferred and Certified Scrum Master (CSM) or SAFe Agilist is also preferred.
- Education: Bachelor’s degree in Information Technology, Cybersecurity, Computer Science, Business Administration, Project Management, or related discipline; equivalent professional experience may be considered.
- Experience: Minimum 5 years IT project management experience utilizing Agile and Waterfall methodologies including Scrum and Kanban frameworks. Experience leading enterprise application modernization initiatives, software development teams, low-code/no-code platforms, requirements management, sprint planning, backlog management, stakeholder engagement, and delivery of mission-critical business applications.
- Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
Compensation and Benefits: The salary range for this position is $160,000-200,000, depending upon experience.
