Job Description

The Southern Oregon ESD Focal Student Groups program seeks a Migrant Education Recruiter to join the team. This person will communicate with families and district staff in Jackson and Josephine Counties. This person will have a workspace at the SOESD office in Phoenix. This person also works in the community when meeting with families of community partners.

The primary role of this position is to identify and recruit students for the SOESD Title IC Migrant Education Program and to inform families of services available to them in order to support academic success for students and nurture communication and understanding between families and school staff. This person travels in the community to meet potentially eligible students and their families at their homes, schools, or places of work. The person in this role must understand and be able to apply the technical program eligibility requirements and submit certificates of eligibility to the state database. Regularly scheduled required meetings and training are held to support the work. This person works closely with other SOESD Title IC Migrant Education staff to collaborate on shared projects and ensure compliance with all state and federal regulations. This person also attends Title IC Migrant Education parent meetings in schools and provides short presentations as requested. After initial training, study, and support, this person must successfully pass the federal Migrant Education recruiter assessment and complete other requirements within 5 months of employment to continue in the position.

Recruiter II

POSITION GOAL: To identify and recruit migrant students and to inform families of Title IC-Migrant Education services and of resources within the school and community in order to overcome barriers to the migrant students' educational success.

ESSENTIAL FUNCTIONS:

  1. Work under the direction of SOESD Title IC Migrant Education Program staff to maintain and update lists of potentially migrant students.
  2. Interview, at a minimum, an average of one potentially migrant family per workday to determine eligibility for Title IC-Migrant Education services.
  3. Complete Certificates of Eligibility (COEs) for qualified families accurately as measured by error and defect rates defined and recorded in the SOESD COE Quality Review meetings.
  4. Participate in regular SOESD COE Quality Review meetings.
  5. Inform qualified families of available Title IC-Migrant Education services.
  6. Work with Title IC Migrant Education Program staff to identify community agencies and organizations that provide supportive services that are available to families and provide that information to families as needed.
  7. Maintain appropriate records of activities and contacts.
  8. Perform other duties as assigned by supervisor.

MINIMUM PREREQUISITES:

  1. High school diploma and any combination of education and experience which would provide the applicant with the desired skills, knowledge, and ability required to perform the job.
  2. Bi-literate in Spanish/English (Bicultural preferred).
  3. Effective communication and interpersonal skills.
  4. Knowledge of and/or experience with migrant families.
  5. Ability to attend required training out of the local area.
  6. Ability to learn and adhere to the laws related to Title IC-Migrant Recruiting.
  7. Basic computer skills.
  8. Ability to obtain "Certification to Identify and Recruit Migrant Students" within the first five months of employment.
  9. Valid Oregon driver's license, auto insurance, and reliable transportation.
  10. Perform physical requirements unaided or with reasonable accommodations.

Any equivalent combination of experience, certification and training/education, deemed by the district, which provides the knowledge, skills and abilities necessary to perform the essential functions of this job may be used as an alternative to this prerequisite.

LOCATION: In person- SOESD District Office 5465 S. Pacific Hwy, Phoenix, OR 97535
LENGTH OF POSITION: 1.0 FTE / 258 Calendar Year (year round position)
SALARY: Southern Oregon ESD Classified Salary Schedule: $17.97/hr. - $21.50/hr. for the 2026-2027 school year.
IMMEDIATE SUPERVISOR: Program Administrator
