About North Western Program Alliance

North Western Program Alliance (NWPA) consists of five Alliance partners – John Holland, KBR, MTM, V/Line and the client (VIDA Rail), working together as one team to achieve shared goals.

Since 2017, the Victorian Government has entrusted North Western Program Alliance (NWPA) and our Alliance partners to remove dangerous and congested level crossings, deliver new rail stations and infrastructure, and create more community open spaces.

Our Alliance currently has four projects in delivery and two in development phase, along with the successful delivery of ten level crossing removal projects (17LX) and several premium stations and a Tram Maintenance Facility.

We are looking for a Social Impact Advisor to join our team on a full-time permanent basis.

Role responsibilities

The Social Impact Advisor plays a key role in supporting the delivery of strategies and initiatives that foster inclusion, enhance diversity, and drive positive social outcomes across the North Western Program Alliance.

• Ensure alignment with key government frameworks, including the Major Projects Skills Guarantee, Social Procurement Framework, Aboriginal Employment Targets and Victorian Building Equality Policy.
• Monitor, analyse and report on program performance and outcomes, using data to inform continuous improvement.
• Identify risks and implement mitigation strategies to achieve program objectives.
• Lead targeted inclusion initiatives (e.g. mentoring programs, professional development workshops).
• Develop and apply evaluation tools to measure social impact and program effectiveness.
• Provide recommendations to enhance programs, partnerships and overall impact.
• Support industry stakeholders to meet and exceed inclusion targets, with a focus on Aboriginal engagement.
• Review and contribute to Local Industry Development, Workforce Development and Social Procurement Plans.
• Maintain accurate data and reporting to support compliance with Local Jobs First commitments.
• Contribute to systems, tools, templates and reporting processes to drive priority outcomes.
• Identify and promote social impact success stories and lead award submissions.
• Build and maintain partnerships with organisations such as Supply Nation, Kinaway and Social Traders to maximise opportunities and outcomes for Aboriginal businesses, social enterprises and disadvantaged communities.

About you

• Bachelor’s degree in business, Procurement, Management or a related field (or equivalent experience in Social Impact).
• Certificate II–IV in Business Administration (desirable).
• Minimum 5 years’ experience in a social impact, inclusion, or related environment.
• Strong computer literacy, with intermediate to advanced skills across relevant systems.
• Experience in records and data management.
• Proven experience working within a project-based environment, ideally within infrastructure, alliance or similar industries.
