Duties and Responsibilities

(NOTE: *denotes Essential Functions)

  1. *Manages the daily operational functions related to the Soar Higher grant, including necessary oversight of financial and personnel activities.

  2. *Provides leadership and support to Windward Oahu middle school/high school/college teams to develop a Soar Higher college and career guidance program to help students prepare for college and career.

  3. *Develops annual work plans and monitors budgets based on schools’ needs to support the implementation of the college and career guidance activities at the designated schools.

  4. *Works with school administration and personnel to coordinate, organize and offer college and career exploration activities for students and parents.

  5. *Coordinates UH campus outreach and recruitment efforts with school teams to strengthen college and career planning and increase student enrollment in postsecondary education.

  6. Works with the GEAR UP Project Managers and Pathways Team to identify professional development and design technical assistance support.

  7. Identifies national best practices and strategies to share with HIDOE schools through technical assistance workshops and convening.

  8. *Works with school teams to collect data for reporting and evaluation purposes. Maintains documentation of activities, matching funds, and outcomes.

  9. Develops partnerships with other organizations (e.g., community-based organizations, businesses) to engage support for the College and Career Guidance Program.

  10. *Collects data to demonstrate results of the guidance program, works with the evaluator to develop case studies on best practices.

  11. *Produces reports and other relevant evaluation/follow up materials for reporting and dissemination to a variety of audiences, including presentations through conferences, training and workshops.

  12. Performs as a team leader for periodic large-scale events, convening planning committees, engaging and managing vendors, coordinating logistics, and recruiting and supervising volunteers.

  13. Analyzes interpret and implement UH, state, and federal guidelines as it pertains to the project.

  14. *Communicates effectively both orally and in writing with a wide variety of internal and external stakeholders (e.g., US ED, HI DOE, UH faculty and staff, State Legislature, business and community partners, and students).

  15. Assists Project Director in preparing and writing proposals to sponsors, soliciting support (financial and in-kind) for programs and related activities.

  16. Other duties as assigned.

Minimum Qualification

  1. Possession of a baccalaureate degree in Education, Educational Administration, Business Administration, Public Administration, Social Work, Community Service, Public Service, Planning/Policy and/or Liberal Arts, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for counseling and/or guidance program administration; or equivalent education/training or experience.
  2. Considerable working knowledge of principles, practices and techniques in the areas of counseling and/or guidance program administration/implementation as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with counseling and/or guidance program administration.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Demonstrated experience in grant management and administration, including proposal development, implementation oversight, and preparation of required reports.
  10. Demonstrated experience planning, executing, and evaluating educational programs targeting underserved youth (e.g., college access, student support, or academic enrichment programs).
  11. Demonstrated experience in developing, monitoring, and analyzing program budgets and expenditures to ensure fiscal accountability and compliance with established guidelines.
  12. Demonstrated ability to effectively manage stakeholder and partner relationships (e.g., K-12, higher education, and community organizations) necessary for project implementation.

Desirable Qualifications

  1. Possession of a Master’s degree from an accredited college or university in a recognized field of study, preferably with coursework in Education, Educational Administration, Business Administration, Public Administration, Social Work, or other appropriate fields.

  2. Knowledge of undergraduate admissions/enrollment and financial aid processes.

  3. Familiarity with the GEAR UP program and Hawaii P-20.

  4. Experience developing written program materials for widespread dissemination (e.g., collateral materials, newsletters).

  5. Experience working with HIDOE counselors in the Windward Oahu area on college and career guidance programs.

  6. Experience working with the University of Hawaii, the State of Hawaii Department of Education and/or college access programs in Hawaii.

  7. Demonstrated ability to conduct educational research, interpret literature on college access best practices, and translate findings into practical recommendations for program improvement and expansion.
