Position Purpose
To lead TRIM’s financial modelling capability within Financial Planning and Regulation, providing senior management oversight, technical assurance and business partnering support across strategic finance, tariff, regulatory, funding, capital investment and commercial decision-making areas. The role reports directly to the Head of Financial Planning and Regulation and is accountable for leading the financial modelling capability that develops, maintains and quality-assures models used across TRIM’s major business areas. The portfolio supports PSP transactions, BFI and other funding applications, tariff and regulatory submissions, corridor and customer profitability analysis, capital investment appraisals, scenario planning, affordability assessments and other executive decision support requirements. The role is accountable for establishing consistent modelling standards, ensuring auditability, strengthening scenario analysis, and translating complex model outputs into clear insights for management, Exco, Board, regulator, National Treasury and other stakeholder submissions. The role is accountable for: • Leading the financial modelling function to support modelling priorities across TRIM’s finance, commercial, regulatory, capital and strategic project areas. • Developing, reviewing and quality-assuring complex financial models for PSP corridor concessions, tariff applications, BFI funding applications, capital business cases, regulatory assessments and other strategic finance decisions. •Embedding modelling governance, standards, controls and documentation to ensure models are robust, auditable, transparent and fit for executive and regulatory decision-making. • Providing senior-level insight and interpretation of model outputs to inform business strategy, funding negotiations, tariff decisions, affordability assessments, investment prioritisation and audit/regulatory responses.
Position Outputs
Financial Modelling Leadership
Lead and coordinate the financial modelling capability, allocate modelling work, review outputs, provide technical guidance and ensure consistent modelling standards across the business. BFI Funding Models Prepare financial models and business case templates for BFI funding applications to National Treasury, ensuring alignment with Treasury guidelines and TRIM's strategic priorities. Business Case Financial Models Develop financial models for business cases requiring Exco, GIC, or Board approval, including cost-benefit analysis and risk-adjusted return calculations. Ad-hoc Strategic Project Models Provide financial modelling support for tariff scenario analysis, cost optimisation initiatives, revenue enhancement projects, funding proposals, customer affordability assessments and other strategic finance
projects as directed by the Head of Financial Planning and Regulation.
Model Quality Assurance Own the modelling quality assurance framework, review assumptions, inputs, formulas, controls and outputs, and approve models for use in management, regulatory, funding and Board decision-making processes. Sensitivity and Scenario Analysis Conduct sensitivity analysis and scenario planning to assess the impact of key variables (tariff levels, volume forecasts, capital costs, interest rates) on project viability. Model Documentation Prepare clear, concise model documentation, including assumption registers, calculation methodologies, and user guides for handover to business-as-usual owners.
Presentation Support Prepare model outputs, charts, and summary tables for inclusion in Board papers, Exco packs, and Regulator submissions. Gate Review Support Provide financial modelling support for Gate Reviews, including model validation and sensitivity analysis. Tender Evaluation Support Perform financial assessments of tender submissions for PSP
transactions and other strategic projects.
Qualifications and Experience
• BCom (Honours) Degree in Finance, Accounting, Economics, Actuarial Science,
Engineering, Mathematics, Statistics or similar quantitative discipline is required.
• CA(SA), CIMA, CFA, MBA, MSc Finance, Project Finance is highly advantageous.
• At least 8–10 years’ experience in financial modelling, business case development,
infrastructure finance, project finance, tariff/regulatory analysis or strategic financial
planning, with at least 5 years at management level.
• Advanced financial modelling skills, including DCF, NPV, IRR, DSCR, sensitivity
analysis, scenario planning, tariff modelling and funding/business case models.
Experience with Power BI, VBA, SQL, Python or similar analytical tools is advantageous.
