What you will do

  • Communicate with Management to ensure that proposed projects meet UNS goals. Lead formal and informal meetings concerning assigned projects

  • Requires a Bachelor of Science degree in an Engineering field or Environmental/Urban Planning. Combination of education and experience in project management, engineering, and/or planning may be considered; and four (4) or more years of professional experience
  • Is a self-starter and has developed good time management skills, completing all assignments on time.

Provide overall project management for UNS transmission line and energy resource siting projects from inception through issuance of Certificate of Environmental Compatibility (CEC), including compliance with any conditions following CEC approval. Responsibilities include project definition, budgeting, permitting, scheduling, cost control, community/stakeholder outreach, and expert witness testimony.

Tasks Common to all Levels of Siting Project Manager

• Provide project management, coordination, and technical support throughout all phases of the UNS Siting and Outreach Process in order to secure CEC from the Arizona Corporation Commission (ACC).

• Communicate with Management to ensure that proposed projects meet UNS goals. Lead formal and informal meetings concerning assigned projects and communicate effectively with all levels of personnel, public/community/project stakeholders, local jurisdictions and government entities, regulatory representatives, and ACC staff, committee members, and commissioners.

• Stay current on energy resource and transmission line requirements and general design standards.

• Stay current on planning and siting processes and deliverables.

• Participates in the development and submittal of the annual Ten Year Plan to the ACC.

• Provide input and support for energy resource and transmission development and regional market opportunities.

• Maintain an active role in industry standards and activities.

• Monitor and report on adjacent utility Siting cases.

• Coordinate preliminary engineering, as necessary, to communicate the scope and impact of proposed projects and inform the application and testimony for a CEC.

• Participate in the development of bid documents and contracts for outside contractor services, both for engineering and general consulting services.

• Obtain budgetary estimates of projects for incorporation into the Capital Budget. Ensure that all departments charging against budgets are committed to their respective labor allocations.

• Work with Accounting to obtain timely financial reporting to manage the project within the budget limitations.

• Develop detailed project schedules that reflect appropriate durations for all siting efforts including public/stakeholder outreach, environmental resource studies, application preparation and submittal, and hearings. Work with project team members and contractors to keep the project on schedule.

• Use project management software for the tracking and reporting of project resources and overall status.

• Develop and monitor work progress on project schedules to ensure proper coordination of events during each phase of assigned projects.

• Close out project by obtaining and properly archiving final approved CEC, answering schedule and budget variances, and provide an evaluation of individual, department, and contract services.

• Reports to the Manager of Siting, Outreach and Engagement and performs other assignments as requested.

• This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Tasks Specific to Siting Project Manager II and Senior

• Prepare written expert testimony within applications and verbal expert testimony as required for ACC and FERC activities

• Provide documentary and other support, as required, for contracts that require regulatory commission approval; draft interrogatories for submission to regulatory commissions.

• Provide feedback to the Planners regarding the feasibility, cost, scheduling and permitting of proposed projects.

Tasks Specific to Siting Project Manager Senior

• Certify accuracy of ACC CEC applications.

• Provide direct backup support for section Supervisor.

Knowledge, Skills & Abilities (Equivalent combination of education and experience will be considered.)

Level I Description:

·A top-level individual contributor who provides project management and coordination support associated with the UNS Siting and Outreach Process in order to secure Certificates of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) for new energy resource and transmission facilities and additions/modifications/upgrades to existing facilities.

·Manages and coordinates every aspect of the siting process, including community outreach activities, as well as project management responsibilities such as schedules, task tracking, project records, and budgets.

·Will have primary responsibility for small to medium projects as the project manager.

·May have several projects or studies assigned at the same time.

Level I Minimum Qualifications

·High school diploma or GED.

·Requires a Bachelor of Science degree in an Engineering field or Environmental/Urban Planning. Combination of education and experience in project management, engineering, and/or planning may be considered; and four (4) or more years of professional experience.

·Is a self-starter and has developed good time management skills, completing all assignments on time.

·Basic leadership skills have been developed.

·Proficient in the use of personal computer applications, including the standard Office suite of tools.

·Preferred – experience with Geographic Information Systems (GIS) and analysis

Level II Description

·A top-level individual contributor who provides project management for UNS Siting and Outreach Process in order to secure Certificates of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) for new energy resource and transmission facilities and additions/modifications/upgrades to existing facilities.

·Provide leadership and technical guidance throughout the siting process, which includes technical support for community outreach activities and expert witness testimony.

·Will have primary responsibility for medium to large projects as the project manager. May have several projects or studies assigned at the same time.

Level II Minimum Qualifications

·Requires a Bachelor of Science degree in an Engineering field or Environmental/Urban Planning. Combination of education and experience in project management, engineering, and/or planning may be considered; and six (6) or more years of professional experience; or two or more years of professional experience as a Project Manager I.

·Has developed good leadership skills and is comfortable leading meetings and speaking in front of others.

·Demonstrated ability to communicate effectively and collaborate with diverse groups across functional lines.

·Demonstrated experience communicating effectively and coordinating with governmental agencies.

·Broad knowledge of the electric utility industry.

·High level of interpersonal skills to handle sensitive and confidential situations with tact and diplomacy.

Senior Description

·A top-level individual contributor who provides leadership for UNS Siting and Outreach Process in order to secure Certificates of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) for new energy resource and transmission facilities and additions/modifications/upgrades to existing facilities.

·Provide leadership and technical guidance throughout the siting process, which includes technical support for community outreach activities and expert witness testimony.

·May be assigned projects of any size or complexity as the project manager. May have several projects assigned at the same time. They will be the primary source of training for the section and will share information openly.

·Provide direct backup support for section Supervisor.

Senior Minimum Qualifications

·Requires a Bachelor of Science degree in an Engineering field or Environmental/Urban Planning. Combination of education and experience in project management, engineering, and/or planning may be considered; and eight (8) or more years of professional experience; or two or more years of professional experience as a Project Manager II.

·Proficient in all aspects of time management, project organization, and technical analysis.

·Demonstrates strong leadership skills and supports all decision making with superior technical knowledge and economic analysis.

·Makes decisions independently and does not require guidance or supervision on any technical or project management duty.

·Demonstrates a thorough understanding of all project aspects.

·Preferred – Professional Engineering registration in Arizona or certified AICP.

·Preferred – successful experience representing line siting applications before the ACC
