Job Description

Location: Guam / Pacific Region ECC is seeking candidates for a Site Superintendent position with experience with large (100 million plus) vertical construction projects, HEMP shielding, SCIF and ICD-705.  This position requires US citizenship  due to the reqirements of the client. Candidates should have strong scheduling and SCIF experience.  Projects are located in the Pacific region. This position is primarily responsible for the implementation of field related policies, programs, and practices that support and advance the Company’s long-term business objectives. In this position, you will: 
  • Coordinate daily construction activities with the Project Engineer, Safety Manager, and Quality Control Manager to ensure proper sequencing, trade coordination, and adherence to the project schedule
  • Enforce compliance with site safety plans, OSHA standards, and project-specific quality control requirements, including strict adherence to SCIF and ICD-705 construction protocols
  • Lead and supervise subcontractors and field crews to ensure work is performed safely, efficiently, and in accordance with contract documents and specifications
  • Plan and direct all field operations, including site logistics, material deliveries, equipment usage, and workforce allocation
  • Serve as the primary on-site leader responsible for executing construction activities in alignment with project milestones and client expectations
  • Identify and resolve field issues, including constructability challenges, trade conflicts, and scheduling impacts, during all phases of construction
  • Oversee installation and inspection of sensitive compartmented information facility (SCIF) components, ensuring compliance with HEMP shielding and ICD-705 requirements
  • Manage and maintain the project schedule in coordination with the Project Manager, including short-interval planning and look-ahead schedules
  • Ensure proper selection, coordination, and utilization of construction equipment and temporary facilities to support field operations
  • Lead site inspections, pre-installation meetings, and daily briefings to maintain quality, safety, and productivity standards
  • Support QA/QC processes by coordinating inspections, tracking deficiencies, and ensuring timely completion of punch list items
  • Interface with client representatives, inspectors, and security personnel to maintain compliance with Cleared American Worker (CAW) requirements and site security protocols
  • Coordinate closely with engineering and design teams to address RFIs, submittals, and field changes
  • Provide leadership during project mobilization and demobilization, including site setup, logistics planning, and closeout activities
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned
Requirements
  • Proven ability to implement programs to address complex needs and problems
  • Ability to coordinate with staff on various task assignments and field activities
  • Knowledge of federal contracting regulations and requirements
  • Minimum eight (8) years of progressively responsible experience on environmental or construction projects
  • Minimum five (5) years of supervisory experience leading multi-disciplinary teams, including managing schedule and budget for large vertical construction projects
  • Demonstrated experience in large vertical construction projects
  • Experience working in the Pacific Region
  • Experience with HEMP shielding requirements
  • Familiarity with ICD-705 standards and secure facility construction requirements
  • Must be a US citizen for client requirements
  • Strong scheduling experience (e.g., Primavera P6 or equivalent)
  • Experience working on SCIF (Sensitive Compartmented Information Facility) projects
  • Travel: Must be able and willing to work on-site at project locations with periodic travel home subject to project management approval
  • Education: Bachelor’s degree in Engineering, Science, Construction Management, or related field required (or equivalent combination of education and experience)

  • International construction experience
ECC targeted salary range for US locations average is $150,000 to $175,000 annually.Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.  Benefits Offered for Full-Time positions:
