IDS is seeking a Site Security Manager (SSM) to support secure construction operations within a designated environment. This role is considered a Key Personnel Position and provides full‑time, on‑site leadership and oversight of Construction Surveillance Technician (CST) activities to ensure compliance with approved Construction Security Plans (CSPs), security standards, and design requirements.

The SSM serves as the primary on‑site authority for construction security operations, coordinating inspections, managing CST staffing, documenting deficiencies, and enforcing site access controls throughout the duration of the project. This position requires strong leadership, operational judgment, and the ability to work effectively in active construction environments.

Candidates must be physically capable of performing duties in all weather conditions, including walking long distances, climbing ladders and stairs, working on elevated platforms, standing for extended periods, and maneuvering around construction obstacles and equipment.

Key Duties

• Provide daily on‑site oversight of CST operations to ensure compliance with approved Construction Security Plans.
• Conduct periodic security and quality inspections throughout the project lifecycle to ensure adherence to construction design and security standards.
• Document all security and construction deficiencies in project management systems for tracking and resolution.
• Coordinate updates to construction deficiencies, including status, photographs, and corrective actions.
• Oversee and conduct inspections of construction materials as required by the CSP.
• Coordinate with CST staff to assess, document, and report anomalies or security incidents, including written reports with photographic documentation within required timelines.
• Provide weekly status reports detailing construction progress and CST activities in accordance with established formats.
• Develop and submit weekly staffing schedules with a three‑week look‑ahead identifying planned hours, workdays, staffing levels, and secure construction activities.
• Schedule and manage CST staffing levels, including ramp‑up and ramp‑down based on construction schedules, and request approval for staffing changes as required.
• Attend weekly status meetings and construction coordination meetings with project stakeholders.
• Maintain quality control of all construction photography, including organization, labeling, and uploading to designated repositories.
• Prepare and deliver weekly PowerPoint presentations depicting construction progress, including annotated site photographs and legends.
• Upload daily CST and SSM logs, including access logs, equipment inspections, material inspections, anomaly reports, and incident reports, to designated systems.
• Ensure site access control procedures identified in the CSP are fully implemented and enforced.
• Maintain and manage an accurate list of all workers on the project for accreditation and security records.
• Implement procedures to deny unauthorized site access and address access violations.
• Coordinate with the General Contractor to ensure overall construction site security and compliance with CSP and design documentation.
• Account for all issued keys and implement key control procedures; immediately report lost or duplicate keys in accordance with security requirements.

Requirements

• U.S. Citizenship required.
• Minimum 3 years of experience as a Site Security Manager; 5 years preferred
• Successful completion of Department of State Construction Surveillance Technician training (SE‑631), SSM Training (SE‑601), or an equivalent approved course of instruction (certification and resume required).
• Experience in surveillance operations and construction trade practices to deter technical penetrations and implanted collection devices.
• Demonstrated experience managing CST personnel and overseeing secure construction environments.
• Strong written and verbal communication skills, including report writing and briefing preparation.
• Proficiency with construction documentation, inspection tracking, and reporting tools.
• Ability to meet physical requirements associated with active construction sites and outdoor environments.
