Job Title: Site Safety and Health Officer (SSHO)

Work Location: Naval Air Weapons Station China Lake, CA

Labor Category: Exempt

Travel Requirement: 25%

Pay Rate: $105,000 - 120,000 DOE

About the Role

The primary purpose of this position is to lead and administer the site safety program, providing full-time, on-site safety oversight to ensure a safe and compliant work environment. The Site Safety and Health Officer (SSHO) administers the government-accepted Accident Prevention Plan (APP) and ensures compliance with EM 385-1-1, 29 CFR 1926.16, OSHA standards, and all applicable contract-specific safety requirements.

Responsibilities:

  • Prepare, implement, maintain, and enforce the site-specific Accident Prevention Plan (APP) and Contractor Safety and Health Program.
  • Ensure compliance with EM 385-1-1 Section 1, 29 CFR 1926.16, OSHA requirements, and applicable contract safety requirements.
  • Serve as the on-site SSHO and remain on site whenever work is being performed, or ensure an equally qualified designated representative/alternate is present.
  • Provide safety oversight and ensure a minimum of one qualified Competent Person is available at each project site as required by the accepted APP.
  • Verify Competent Persons are properly credentialed for identified hazards and provide credentials to the Contracting Officer for acceptance in consultation with the Safety Office.
  • Conduct routine site inspections, safety audits, hazard assessments, and corrective action follow-up.
  • Lead safety meetings, toolbox talks, employee training, and other safety awareness activities.
  • Investigate incidents, injuries, near misses, and safety concerns and maintain required documentation and reporting.
  • Coordinate with site personnel, subcontractors, project leadership, and government representatives to resolve safety and health concerns.
  • Maintain safety records, inspection documentation, training records, incident reports, and other required contract documentation.
  • Exercise authority necessary to identify unsafe conditions and ensure appropriate corrective action is taken.
  • Adhere to company policies, procedures, and safety regulations.
  • Perform other duties as assigned.

What We're Looking For

  • Five (5) years of satisfactory experience preparing and enforcing safety programs on contracts of similar size and complexity; OR three (3) years of experience if possessing a Certified Safety Professional (CSP) certification or a degree in safety and health.
  • Current OSHA 30-Hour Construction Safety certification or equivalent.
  • Must meet the training, experience, and qualification requirements of EM 385-1-1 Section 1, including paragraph 01.A.17 and associated subparagraphs.
  • Completion of a 40-hour EM 385-1-1 course taught by a qualified instructor in accordance with applicable training standards.
  • Must maintain competency through at least 24 hours of formal safety and health-related coursework every four (4) years.
  • Knowledge of OSHA construction standards, hazard identification, accident prevention, and corrective action practices.
  • Strong written and verbal communication skills with the ability to coordinate effectively with employees, subcontractors, leadership, and government representatives.
  • Proficiency in Microsoft Office Suite; experience with work order systems such as Maximo preferred.
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Physical Demands & Work Environment

  • This position is primarily performed in an office setting; however, regular site visits and field inspections are required. Must be able to work outdoors in varying weather conditions and navigate active work sites when necessary. This may include standing, walking, bending, or climbing for extended periods while wearing personal protective equipment (PPE).
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet mission requirements, including weekends and holidays.
US Pay Range
$140,000$180,000 USD
