Koniag Operations Services LLC, seeking a qualified and experienced Site Safety and Health Officer (SSHO) to lead and administer all safety and health programs in support of a government contract. In this critical role, you will serve as the on-site safety authority, ensuring full compliance with applicable federal regulations, Army Corps of Engineers safety standards, and the government-accepted Accident Prevention Plan. Your primary duty and sole responsibility will be the preparation and enforcement of the Contractor's safety program. You will be responsible for fostering a culture of safety excellence and ensuring the protection of all personnel on-site at all times.
Shift Structure:
• Monday through Friday: Government's regular working hours (on-site)
• May require flexible availability based on project work schedules
Key Responsibilities:
• Serve as the primary on-site safety authority, with sole responsibility for implementing and enforcing the Contractor's safety program and government-accepted Accident Prevention Plan (APP) in full compliance with EM 385-1-1 and 29 CFR 1926.16
• Ensure all safety and health requirements of EM 385-1-1 Section 1 are met and maintained throughout all phases of project execution
• Function as a Competent Person at the project site, providing continuous safety oversight and hazard identification across all work activities
• Ensure Competent Persons are designated, credentialed, and on-site for all hazards identified in the Contractor's Safety and Health Program and accepted APP, present whenever work associated with their area of expertise is being performed
• Submit credentials of all Competent Persons to the Contracting Officer for acceptance in consultation with the Safety Office
• Identify, evaluate, and mitigate on-site hazards, implementing corrective actions promptly to prevent accidents, injuries, and near-miss incidents
• Conduct regular safety inspections, audits, and observations to verify compliance with the APP, safety plans, and all applicable federal, state, and local safety regulations
• Lead safety briefings, toolbox talks, and training sessions to ensure all personnel are informed of site-specific hazards, safe work practices, and emergency procedures
• Investigate incidents, accidents, and near-misses, performing thorough root cause analysis and developing corrective action plans to prevent recurrence
• Maintain accurate and up-to-date safety records, reports, and documentation, including inspection logs, training records, and incident reports
• Coordinate with the Project Manager, government stakeholders, and subcontractor teams to integrate safety requirements into all aspects of project planning and execution
• Develop, review, and update Activity Hazard Analyses (AHAs) and other safety planning documents as required
• Ensure subcontractor compliance with all safety requirements, holding partners accountable to contractual safety obligations and established standards
• Serve as the primary point of contact for all government safety representatives and regulatory agencies regarding on-site safety matters
• Maintain ongoing safety and health competency through a minimum of 24 hours of formal safety and health related coursework every four years
• Must perform all duties in an extremely professional, customer-service oriented manner
Knowledge, Skills & Abilities:
• High School Diploma or Bachelor's degree
• EM 385-1-1, Paragraph 01.A.17 training, experience, and qualifications
• 5 years of experience on contracts of similar size and complexity OR 3 years with a CSP or safety and health degree
• Knowledge of 29 CFR 1926 and EM 385-1-1
• Qualified Competent Person
• OSHA 30-Hour Construction certification or equivalent
• 24 hours of formal continuing education every four years
• Ability to communicate clearly and professionally, including providing security briefings and debriefings as required
• Must perform all duties in an extremely professional, customer-service oriented manner
