Role Overview

Technip Energies is seeking an experienced Site Quantity Surveyor (Electrical & Instrumentation) to support the Subcontracts Team on the Net Zero Teesside Power Project. Based on site, the successful candidate will play a key role in the commercial administration and management of E&I subcontract packages during the construction phase, ensuring robust cost control, accurate valuation of works, change management, and commercial compliance.

Working closely with multiple stakeholders including Construction, Engineering, Procurement, Planning and Project Controls teams, the Site Quantity Surveyor will provide commercial support to maximise project performance and ensure subcontractors deliver in accordance with contractual requirements.

Key Responsibilities

Commercial Management

• Administer E&I subcontract packages throughout the construction lifecycle.
• Manage subcontractor applications for payment, valuations, and certification processes.
• Monitor subcontractor performance against contractual obligations.
• Manage and assess interim and final accounts.
• Verify progress and completed works on site.
• Support development and maintenance of package budgets and forecasts.
• Preparation of cost reporting and commercial reviews.

Change Management

• Evaluate and manage variations, compensation events, and change orders.
• Analyse and quantify the commercial impact of design changes, scope growth, delays, and disruptions.
• Maintain accurate records to support position, entitlement and commercial recovery.
• Review subcontractor variation submissions, assess entitlement and negotiate settlements where appropriate.
• Support preparation of claims and commercial correspondence.

Site-Based Commercial Support

• Conduct regular site visits to assess progress and verify installed quantities.
• Liaise closely with construction management and field engineering teams.
• Assess and validate E&I installation works including:
• Cable containment systems
• LV and HV cabling
• Instrumentation systems
• Field devices
• Control systems
• Electrical equipment installation
• Testing and commissioning activities
• Monitor productivity trends and identify commercial risks and opportunities.

Contract Administration

• Ensure subcontract administration complies with project procedures and contractual requirements.
• Provide advice to the project teams on subcontract terms and conditions.
• Maintain detailed commercial records and audit trails.
• Prepare contractual notices and correspondence.
• Support dispute avoidance and resolution activities.

Risk and Reporting

• Identify and communicate commercial risks to project leadership.
• Support risk management and mitigation strategies.
• Contribute to earned value and cost performance reporting.
• Assist with forecasting final account positions.
• Provide input to commercial reports.

Candidate Requirements

Essential Qualifications

• Degree, HND, HNC, or equivalent qualification in Quantity Surveying, Commercial Management, Electrical Engineering, Construction Management, or a related discipline.
• Demonstrable experience as a Quantity Surveyor within major industrial, energy, power generation, oil & gas, petrochemical, or infrastructure projects.

Essential Experience

• Significant experience managing E&I construction subcontract packages.
• Previous experience on carbon capture, power generation, energy transition, or major industrial projects.
• Proven site-based quantity surveying experience during large construction projects.
• Strong understanding of measurement and valuation of electrical and instrumentation works.
• Experience administering NEC and/or bespoke EPC subcontract forms.
• Knowledge of variations, claims, change management, and final account negotiations.
• Experience working with multidisciplinary EPC or EPCm project teams.
• Strong cost reporting and forecasting capability.

Technical Knowledge

Good understanding of:

• Electrical installation practices.
• Instrumentation systems and field installations.
• Cable tray, conduit, and containment systems.
• Power distribution systems.
• Testing and commissioning activities.
• Construction sequencing and installation methodologies.
• Commercial management systems and procedures.

Software Skills

• Microsoft Office Suite.
• Advanced Excel.
• Cost management and reporting systems.
• SAP or equivalent ERP systems (desirable).
• Power BI (desirable).
