The position reports to the Site Quality Manager or supervisor and provides inspection services to support the site quality program on projects. The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of providing our clients and Fluor with projects that comply with the quality requirements stipulated in our prime contracts.
• Review and become familiar with the project technical requirements such as the prime contract, applicable codes, standards, and specifications
• Perform, as directed by supervision, various inspections, examinations, and tests to determine compliance with applicable specifications, drawings, procedures, codes, and standards
• Monitor/inspect project and construction execution by regular surveillance and/or inspection as directed by the Site Quality Manager or supervisor to ensure that they comply with project requirements. Issue surveillance or inspection reports to appropriate parties and follow up until closure as required
• Participate, when requested by the Site Quality Manager or supervisor, with the identification of nonconforming conditions and document them on nonconformance reports
• Plan, organize, and carry out assignments as directed
• Other duties as assigned
Perform civil engineering inspections and site activities across multiple disciplines including welding, piping, civil works, concrete, buildings, fixed and rotating equipment, electrical systems, control systems, coatings, insulation, and non‑destructive testing
Conduct QA/QC inspections to verify compliance with project specifications, standards, and safety requirements
Review and verify civil works related to industrial, infrastructure, and heavy civil construction projects
Inspect earthworks, utilities, structural concrete, and plant construction activities
Apply knowledge of Saudi Building Code (SBC), MAADEN standards, and international standards such as ASTM, ACI, BS, and ISO
Perform inspections related to environmental or recycling facilities including waste management sites, recycling plants, and industrial process buildings
Prepare daily inspection reports, non‑conformance reports (NCRs), method statement reviews, material inspection requests (MIRs), and work inspection requests (WIRs)
Ensure compliance with HSE standards, risk assessments, and permit‑to‑work systems
Coordinate with EPC contractors, subcontractors, material suppliers, and project management teams
Communicate effectively with management, coworkers, clients, vendors, contractors, and visitors
Apply relevant local, state, provincial, and national regulations to inspection activities
Work with strong attention to detail and maintain time‑conscious, efficient work practices
Collaborate effectively with team members and contribute to a productive work environment
Bachelor’s degree or diploma in Civil Engineering or a related engineering field
Combination of education and directly related experience totaling at least seven years (may vary by location to meet local regulations)
Five to ten years of experience in industrial construction, infrastructure, or heavy civil works
Experience in plant construction, utilities, earthworks, or structural concrete
Minimum of three years of experience working as a quality inspector
Strong background in QA/QC inspection and documentation
Familiarity with Saudi Building Code (SBC), MAADEN standards, and international standards such as ASTM, ACI, BS, and ISO
Experience with environmental or recycling facilities is highly preferred
Ability to prepare inspection reports, NCRs, MIRs, WIRs, and related documentation
Strong understanding of HSE standards, risk assessments, and permit‑to‑work systems
Experience coordinating with EPC contractors, subcontractors, suppliers, and project teams
Preferred certifications: ISO 9001 awareness, NEBOSH or OSHA safety certifications, civil QC certifications
Certifications from recognized authorities such as ASNT, AWS, API, or NACE are preferred
Personnel performing welding inspections or radiograph reviews must be able to pass internal visual and radiographic interpretation certifications
Intermediate to advanced computer skills including word processing, email, spreadsheets, and presentation software
Strong oral and written communication skills
Ability to work effectively with others in a team environment
Ability to speak or read multiple languages is an advantage
