We are the brand-new, first of a kind pan-Baltic owning telecom towers across Lithuania, Latvia and Estonia – freshly carved out from Tele2 and backed by global investors from GCI and Manulife.

Main activity of Baltic Tower Company is related to the management and maintenance of mobile communication towers and other types of stations. Baltic Tower Company is engaged in the rental of this infrastructure to telecommunications service providers (mobile communication operators, Internet, radio, TV network operators). Main client of Baltic Tower Company is Tele2. Baltic Tower Company operates in Lithuania, Latvia, Estonia. Baltic Tower Company and its partners can also implement complex telecommunications network development solutions - including planning, design, construction and infrastructure maintenance.


Job Advertisement: Site Maintenance Manager – Latvia

Based in Riga and reporting to the pan-Baltic Chief Operating Officer. You will be responsible for the passive infrastructure of all Baltic Tower Company sites in Latvia – including towers, monopoles, and rooftop structures supporting Tele2 and future tenants. Your focus is on maintaining structural reliability through inspections, repairs, upgrades, and new passive builds, with a balanced mix of field work and subcontractor coordination. Each site you manage contributes directly to service uptime and revenue stability.

Key Responsibilities

  • Preventative & Corrective Maintenance Plan and carry out regular structural inspections; identify and resolve issues such as corrosion or tension problems; arrange prompt repairs with qualified teams.
  • Strengthening & Upgrade Projects Evaluate site capacity for additional equipment; develop reinforcement plans; select subcontractors and oversee execution to approved standards.
  • New Passive Infrastructure Delivery Coordinate planning and design for new towers or rooftops; prepare RFPs for fabrication and civil works; obtain necessary permits and connections.
  • Subcontractor & Contract Management Maintain a panel of certified partners; handle agreements and performance monitoring; ensure budgets stay within limits for projects up to €150k.
  • Site Logistics & Safety Compliance Arrange equipment delivery, access, and on-site coordination; uphold safety protocols and maintain required documentation.
  • Risk & Incident Management Anticipate potential structural risks; respond to incidents like weather damage; prepare reports for insurance and leadership review.
  • Documentation & Data Feed Update the central tower database with drawings, inspection logs, photos, and certificates; support full data accuracy for accounting and audits.
  • Pipeline & Reporting Track upcoming maintenance and upgrades over 24 months; provide monthly updates on inspections, repairs, budgets, and safety metrics.

Required Qualifications and Experience

  • Bachelor’s degree in Civil/Structural Engineering, Construction Management, or related field experience.
  • 5+ years in telecom passive infrastructure maintenance or tower construction; experience supervising rigging or climbing work is an advantage.
  • Experience managing tenders and subcontractor agreements in a private setting.
  • Familiarity with structural loading, wind/ice factors, and basic radio principles.

Key Skills and Attributes

  • Strong commitment to safety and quality in height-related work.
  • Effective project planning, including schedules, resources, and risk assessment.
  • Willingness to travel regularly within Latvia, with a valid category B driving license.
  • Fluency in English and Latvian.
  • Proficiency with digital tools for inspections, reporting, and contract management.
  • Ability to handle pressure and coordinate responses during incidents.
