The United States Marine Corps (USMC) Force-on-Force Training Systems-Next (FoFTS-Next) program provides training tools designed to prepare Marines for any contingency, anywhere.
Saab, Inc. has an exciting opportunity for a Site Lead to support the FoFTS-Next program at Camp Pendleton, CA. The Site Lead is responsible for overall site operations, personnel leadership, and training execution in accordance with contract deliverables. This position leads Team Saab personnel and serves as the primary point of contact for USMC stakeholders at the assigned site. The role is responsible for planning, coordinating, and executing all training events at the site, including coordination with Contractor Regional Operations Warehouse (CROW) personnel and USMC units to ensure effective system utilization, mission readiness, and successful training execution.
This position also provides program-level oversight of cost, schedule, and technical performance for assigned activities. It ensures execution from development through delivery within established budget and schedule constraints, while coordinating across functional disciplines, managing technical personnel support, and contributing to cross-functional execution of program requirements.
Responsibilities:
Responsible for all aspects of personnel management, leadership, development, on-the-job training, and formal training courses for site personnel.
Reports to the Training Operations Manager on all matters concerning operational support to MCTIS at the fielded location and during Non-Homesite Training events.
Coordinates with the Operations Officer and Assistant Site Lead to assign support staff to exercise taskings and develop Exercise Coordinating Instructions for events at Co-Level and above.
Manages CROW site staff and any attached personnel to ensure operations are conducted in accordance with contract requirements, local laws and regulations, established processes, policies, and strategic objectives.
Supervises all MCTIS exercise support activities at the fielded location and during Non-Homesite Training events.
Advises USMC staff and exercising troops on maximizing system capabilities and proactively supports all elements of the Master Events List.
Ensures that MCTIS training systems are maintained and that configurations are kept as specified.
Provides input to and manages the site budget, including costs, investments, and staffing requirements.
Oversees cost, schedule, and technical performance of site-level program execution, ensuring alignment with contractual requirements and program objectives.
Reports operational status to the Capability Manager in accordance with established quality procedures.
Produces Post Exercise Reports for each MCCRE, SLTE, and MWX event. Produces Training Utilization Reports and provides input to mandated MCTIS reports for the assigned MCTIS training capability.
Reports system effectiveness, efficiency, and improvement opportunities to the Saab Quality & Environmental Manager.
Promotes best practices and drives continuous improvement initiatives.
Leads preventive and corrective maintenance activities.
Leads troubleshooting efforts at the CROW.
Manages purchasing and shipment activities related to the CROW.
Responsible for the maintenance, serviceability, and resupply of team vehicles.
Ensures spare stock holdings are adequate and that established inventory targets are maintained.
Ensures appropriate processes and business management guidelines are established, maintained, and updated as required.
Responsible for the daily management of Health, Safety, and OSHA-related activities at the site in accordance with local laws and regulations.
Responsible for all security-related activities at the CROW and during Deploy for Training operations.
Ensures Site Work Instructions (WI/SOPs) are current and that all changes are communicated to CROW staff.
Maintains and updates the CROW Competency Matrix.
Serves as the primary point of contact for the Saab Security Manager on all site security matters.
Assists in the education of site personnel on security matters.
Recommends security improvements and corrective actions as needed.
Reports security incidents to the Training Operations Manager and Saab Security Manager.
Travel approximately 20% annually, both domestically and internationally.
Compensation Range: $127,300 - $165,500
The compensation range provided is a general guideline. Required Qualifications:
Bachelor’s degree with 10+ years of relevant experience, a Master's degree with 8+ years of experience, or an equivalent combination of education and experience.
Must hold an active U.S. Secret Security Clearance or higher.
Program Management and organizational skills.
Strong analytical and problem-solving skills.
Effective communication and relationship-building skills.
Preferred Qualifications:
Prior U.S. Marine Corps officer experience with MAGTF training, education, exercise, and operational experience.
