The Site Director for the Transitional Housing Program will lead and manage a program designed to support single women, men, and families with children who are transitioning out of homelessness in New York City. The Site Director will ensure that the program aligns with DHS guidelines, providing critical housing, case management, and support services to help clients achieve stability, self-sufficiency, and long-term housing solutions. The ideal candidate will have experience working in homeless services, knowledge of city policies, and a strong commitment to improving outcomes for vulnerable populations.

Primary Job Responsibilities/Duties

TheSiteDirectorisresponsible for, but not limited to:  

Program Management:  

  • Oversee andmonitorprogram adherence to all DHS, OTDA, and any other regulatoryagenciesrules and regulations.  
  • Ensure compliance with funding contracts, partnership and service agreements, and allapplicablecity, state, and federal laws, rules, and regulations. 
  • Ensure residents receive quality services per NAICA’s mission and program requirements.  
  • Develop and implement program policies and procedures that reflect the latest best practices in homeless services, trauma-informed care, andclient centeredapproaches.  
  • Participate in thetimelyreporting, investigating, and documenting for all priority incidents to senior leadership and allappropriate reportingagenciesi.e.DHS, ACS, NYPD, etc., as required by all applicable regulations and laws. 
  • Ensure that the program’s facility is code compliant with HPD, DOB, DHS, DOHMH, FDNY, and OTDA. 
  • Collaborate with service linkage agreement providers toprovidea full range of services for the residents of the program.  
  • Must be on call 24 hours, 7 days a week to respond to all shelter emergencies.  

Staff Supervision & Development:  

  • Monitor program performance by collecting and analyzing data on housing outcomes, clients’needsand serviceutilization, ensuring compliance with NAICA and DHS reporting standards. 
  • Recruit, hire, and train program staff. 
  • Provide leadership for program staff and direct supervision for the Director of Social Services and Director of Operations and Security.
  • Conduct regular training and professional development opportunities for staff to stay current on city regulations, homelessness-related services, and trauma-informed practices. 
  • Ensure staff areproperly trainedand certified per OTDA and DHS rules, including one-time and reoccurringtrainings/certifications. 
  • Lead weekly staff meetings and quarterly Community Advisory Board Meetings.
  • Foster a positive and collaborative work environment that emphasizes client advocacy, staff development, and team cohesion.  

Program Evaluation & Reporting:  

  • Monitor program performance by collecting and analyzing data on housing outcomes, clients’needsand serviceutilization, ensuring compliance with NAICA and DHS reporting standards. 
  • Prepare detailed monthly, quarterly, and annual reports for NAICA senior leadership, DHS, and other stakeholders.
  • Conduct program audits and evaluations to ensure that the programremainsin compliance with funders and regulators.  
  • Respondtimelyto requestsfrom funders, regulators, and senior leadership.  
  • Implement strategies for continuous improvement based on data analysis, client feedback, and city policy change.

Physical Requirements

  • Ability to walk, stand, kneel, crouch, and bend over.
  • Ability to lift, reach, and handle objects weighing up to 25 pounds.
  • Ability to sit at a desk and work on a computer for prolonged periods.
  • Ability to travel todifferent locationswithin New York City, as needed.

Work Environment / Schedule Requirements

  • This is a full-time, exempt position. While standard business hours are Monday through Friday, 9:00 AM to 5:00 PM, exempt employees are expected toworkthe hours necessary to effectively fulfill their job responsibilities, and based on organizational needs, deadlines, or events.
  • Staff must continue working past their shift unless relieved by another staff member or authorized to leave by a supervisor.

Qualifications

  • Must be able to read, speak, write, and understand English for administrative purposes.
  • Must pass drug screening to be appointed.
  • This position may be subject to a series of investigations before and after appointment.
  • Bachelor’s degree in human services with two (2) of more years of supervisory experience in human services; OR,
  • Associate’s degree in a related field with ten (10) or more years of supervisory experience in human service; OR,
  • Prior or current employment experience with NAICA, accompanied bya track recordof above-average performance reviews.
  • Professional and impeccable verbal and written communication skills.
  • Professional and expert competence in MS Office Suite.
  • Experience with CARES,CuRent, CAPS, BCS and Salesforce.
  • Professional and strong leadership and effective management skills.
  • Ability to implement andmonitorpolicy andprocedurein accordance withNAICA,fundersand regulators.
  • Strong analytical,organizationaland problem-solving skills.
  • Proficiencyin data analysis and program evaluation skills.
  • Strong conflict resolution skills.
