Job Description

Power Your Future with Qualus in our T&D Canada business as a Health and Safety & Environment Manager. Reporting to the Construction Manager, this position will be based our Vancouver, BC location. The Site-Based HSSE Representative ensures that all site operations meet Qualus’s HSSE expectations and our clients contractor safety requirements. This position provides daily field support, leads safety initiatives, and ensures regulatory and client compliance.

Responsibilities

  • Conduct daily field inspections, audits, job hazard assessments, and toolbox meetings.
  • Support supervisors in developing safe work procedures and implementing risk controls.
  • Lead incident reporting and investigation activities, including root cause analysis.
  • Maintain accurate HSSE documentation—inspections, reports, corrective actions, orientations.
  • Promote a strong safety culture through visible leadership and worker engagement.
  • Support environmental and security compliance on all site activities.
  • Assist with emergency response planning, drills, and site security protocols.
  • Ensure compliance with WorkSafeBC and our Utility clients safety standards.

  • Ensure workers understand and comply with our Utility clients Life Saving Rules.

  • Ensure field teams follow our Utility Clients Safety Practice Regulations (SPR).

  • Verify alignment with our clients Occupational Safety & Health (OSH) Standards.

  • Support use of our Utility clients Safety Protection (PSSP) rules.

  • Ensure compliance with Alcohol & Drug Policy for contractors.

  • Ensure workers access Utility clients HSSE documentation via the Contractor Safety Extranet.

Qualifications

  • Minimum 2+ years of HSSE experience in utility, energy, industrial, or construction environments.

  • Strong knowledge of WorkSafeBC regulations and Utility-specific HSSE standards.

  • Relevant certifications (CSO, NCSO, CRSP, PSSP authorization, or other credentials considered an asset).

  • Experience supporting incident investigations and leading field-level HSSE engagements.

  • Strong communication, coaching, and interpersonal skills.

  • Ability to work independently in dynamic site conditions.

  • Strong documentation and organizational skills.

  • Valid driver’s licence and ability to travel to multiple project locations.
