Summary

Under general supervision, performs administrative work of moderate difficulty in the preparation and management of various Public Works related projects.

Examples of duties

  • Administers and manages sign department to ensure all work is being performed with State and Federal standards and guidelines.
  • Works closely with Director and Assistant County Engineer to plan and produce analytic traffic data.
  • Performs management of all aspects of sign department and personnel.
  • Maintains all striping and signing on County maintained roads.
  • Implements annual striping contract, maintains county road inventory, implements and supervises on-going safety inspection program for the County Road system.
  • Implements and maintains department asset inventory using various software.
  • Oversees sign department budget. Purchases sign department materials and equipment within approved budget.
  • Provides customer service and addresses citizen issues.
  • Remains on-call to respond with Risk Management and local law enforcement to assist in accident investigation for accidents involving fatalities or serious injuries on county roadways.
  • Manages all sign department personnel to include hiring, training, progressive discipline, and termination.
  • Performs other job-related duties as assigned.

Qualifications

Education:

Bachelor’s Degree in Civil Engineering, Construction Management, or related field.

Experience:

A minimum of five (5) years of relevant experience in traffic control or related field with 2 years in a supervisory role.

An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

Additional Requirements:

Must possess a valid Arizona driver’s license.

Obtain the following provided trainings/certifications:

ATSSA Flagger Certification within 6 months of employment

ATSSA Traffic Control Technician Certification within 6 months of employment

ATSSA Traffic Control Supervisor Certification within 12 months of employment

ATSSA Traffic Control Design Specialist within 18 months of employment

IMSA Signs & Markings I Certification or equivalent within 1 year of employment

IMSA Signs & Markings II Certification or equivalent within 2 years of employment

OSHA 30 Certification

OSHA Forklift Certification

Supplemental information

Required Knowledge, Skills, and Abilities:

Knowledge of:

  • State and national traffic standards is required in order to produce investigative reports for traffic related requests involving sight distance and other traffic related warrants.
  • Federal Manual of Uniform Traffic Control Devices.
  • Principles and practices of supervision and training.
  • Business English, spelling, grammar, punctuation, and composition.
  • Clerical office practices and procedures.
  • Research techniques and report writing.
  • Current Microsoft Office software.
  • Filing and recordkeeping.

Skill in:

  • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
  • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
  • Organization and adherence to detail.

Ability to:

  • Make accurate and substantiated determinations on accident investigations.
  • Work independently on complex projects with a minimum of supervision.
  • Schedule and organize work to meet established deadlines.
  • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
  • Keep management informed of key operating issues affecting the department.
  • Remain current in knowledge required to perform assigned duties.
  • Handle confidential matters and maintain discretion always.
  • Act with courtesy, tact, and diplomacy.

Work Environment:

The work environment is associated with an office, The work area is adequately lighted, heated or cooled and ventilated.

Physical Requirements:

Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to bend, kneel, crouch, crawl, climb, walk over rough, uneven, and/or rocky surfaces, and lift and carry up to 100 pounds with assistance.
