Job Description

Position: Shelter Officer (2 Positions)

Grade: 5

Reports to: Shelter Coordinator

Supervision of: Casual workers

Duty station: Ulang-Upper Nile

Project number: SSFM 2644

Duration and type of contract: 6 months

  1. Role and responsibilities

The purpose of the officer position is day to day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
  6. Develop work plan and schedule for the monitoring of activities with line manager
  7. Supervision of assistants
  8. Support the selection of beneficiaries per the agreed criteria

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Manage Shelter activities and report on progress in Renk.
  • Schedule and participate in training, implementation, running and follow-up of projects including monitoring and evaluation, technical methodologies, supervision and field missions;
  • Lead on Shelter activities with Shelter Coordinator, include design of activities, BoQs, monitoring of any construction or rehabilitation in accordance with government regulations and standards
  • For monitoring and evaluation liaise with M&E Officer on tracking Outcomes/Outputs and targets, along with issues such as base lines, end lines and evaluations.
  • Ensure that all administrative and logistical tasks are promptly and correctly completed;
  • Represent NRC in community/local and state-level meetings, when requested and promote exchange of information with relevant external actors;
  • Undertake any other duties assigned by Shelter Coordinator as and when required.

  1. Competencies

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge of English and Arabic language

Context/ Specific skills, knowledge and experience:

  • Proven practical experience in the planning and execution of Shelter programmes of at least 3 years’ experience in a humanitarian and development program.
  • Bachelor’s degree from a recognized University (Civil Engineering or similar)
  • Experience in working in Upper Nile
  • Experience in capacity building and training of targeted group.
  • Ability to work independently in a result-oriented multi-tasking and multi- cultural environment and manage conflicting priorities
