Job Description

Position: Shelter Coordinator

Reports to: Field Manager

Supervision of: 2

Duty station: Ulang-Upper Nile

Travel: 100% within project locations

Project number: SSFM2644 (SSHF)

Duration and type of contract: 6 Months

  1. Role and responsibilities

The purpose of the Project Coordinator is to endure smooth implementation of shelter related projects in Ulang, Upper Nile targeting affected displaced South Sudanese in the area.

Generic responsibilities (max 10)

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the programme portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the programme function

Specific responsibilities

Project implementation

  • Supervise the NRC Shelter Project staff based in Ulang in relation to planning and implementation of project interventions.
  • Develop community shelter design/BOQs and tender documents
  • Assist in development of relevant quantitative and qualitative indicators for Shelter Construction activities.
  • Supervise shelter construction activities with the contractor and make sure the quantities and quality of work
  • Contribute to proposal writing and budget drafting process.
  • Represent the shelter project in relevant coordination forums and working groups.
  • Oversee recruitments of shelter project staff and ensure capacity building and transfer of key skills in order to build a strong project team.
  • Explore new methodologies, techniques, and materials for development and design for shelter solutions.
  • Assist the PDM (Programme Development Manager) in developing beneficiary selection criteria and Standard Operating Procedures
  • In collaboration with the PDM, develop project budgets including project inputs, staffing costs, team resources/running costs, transportation, construction costs, and all other costs necessary to implement project successfully.
  • Liaise and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area level
  • In collaboration with PDM develop M&E plan and tools specific to project implementation

Representation

  1. Build and maintain good relationships with relevant stakeholders eg. Beneficiaries, community leaders, local authorities, donors, UN agencies and other NGO/NNGOs and represent NRC at relevant meetings eg. County coordination meetings, security meetings etc.
  2. Ensure NRC participates in any inter agency assessments conducted in line with the area strategy and country objectives.

Financial and Administrative management

  1. Monitor the shelter programme budget at Renk level and approve PRs/Pos as per the NRC Authorization grid.
  2. Monitor the spending of all project activities implemented in Ulang-Upper Nile
  3. Track, approve and review field purchase requests and ensure monthly cash projection and financial reporting is undertaken by finance for the project in line with available budgets and plans.
  4. Any other duties identified by line manager.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • WASH, Protection and ICLA staff in project area and in other NRC offices

Staff:

  1. Competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Experience in construction, shelter design, supervision of contractors, developing tender documents and BOQs. in a humanitarian context
  • Previous experience from working in volatile contexts
  • Fluency in English and Arabic, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Must have a Bachelor degree with qualification in engineering, architecture, construction management or equivalent is an advantage
  • Knowledge of the context in South Sudan
  • Knowledge in Community Mobilization or related field.
  • Knowledge of the Local language an advantage,
  • At least four years of experience with an NGO with technical and staff supervision responsibility
  • Experience of working in a start-up phase programme an asset
  • Proven experience in developing and following through on technical implementation of construction project
  • Experience in developing BoQs, BoQ Amendments, Scope of Work, Technical specifications of materials and construction activities
  • Good knowledge of the South Sudan Emergency Response context an advantage
