OVERVIEW

THE ROLE:

The SRH Officer will provide technical leadership and oversight for the integration of Sexual and Reproductive Health and Rights (SRHR), gender equality, disability inclusion, safeguarding, and life skills programming within the Youth Resilience Project in Kasese District.

The position will ensure that SRHR-related barriers to youth employment, economic participation, apprenticeship retention, and enterprise development are effectively addressed across all project pathways, including wage employment, group enterprise, value chain integration, and education transition support. The officer will strengthen linkages between youth, employers, TVET institutions, health facilities, community structures, and local government to ensure access to youth-friendly SRHR information, referral services, and psychosocial support.

The post holder will support capacity strengthening of employers, TVET institutions, youth groups, and local partners to adopt gender-responsive, disability-inclusive and SRHR-responsive workplace and training practices.

The post holder may be called upon to support emergency response interventions when required.

KEY AREAS OF ACCOUNTABILITY:

Project Planning and Implementation

• Lead implementation of all SRHR, gender, safeguarding and social inclusion interventions under the Youth Resilience Project.
• Ensure quality implementation of Outcome 4 activities relating to reduction of systemic barriers to youth participation in employment and enterprise.
• Support integration of SRHR, menstrual health, life skills, psychosocial support and safeguarding across all project pathways.
• Facilitate the development and roll-out of the SRHR and Gender Integration Package for employers and TVET institutions.
• Support establishment of workplace and TVET-based SRHR referral systems.
• Coordinate implementation of youth-friendly SRHR awareness activities within communities, training centers and workplaces.
• Ensure meaningful participation of young women, young mothers and youth with disabilities in project activities.
• Support implementation of gender-transformative approaches, positive masculinity and prevention of gender-based violence initiatives.
• Promote safeguarding and PSEA compliance throughout project implementation.

Capacity Strengthening

Build capacity of employers, TVET instructors, apprenticeship supervisors and workplace mentors on:

• Youth-friendly SRHR.
• Gender-responsive programming.
• Safeguarding and PSEA.
• Disability inclusion.
• Positive youth development.
• Adolescent and youth mental wellbeing.
• Train youth groups and peer mentors on life skills, SRHR, leadership and workplace readiness.
• Support integration of life skills and SRHR competencies into training programmes delivered by TVET institutions and employers.
• Strengthen capacity of community structures, local leaders and service providers to support youth wellbeing and economic participation.

Coordination, Partnerships and Networking

• Establish and maintain effective partnerships with District Health Teams, health facilities, TVET institutions, employers, youth groups and community structures.
• Represent Save the Children in district-level SRHR, youth development, livelihoods and gender coordination forums.
• Support engagement of health service providers within the District Youth Employment and Market Systems Coordination Platform.
• Facilitate collaboration between workplace actors and health service providers to improve youth access to services.
• Strengthen referral pathways between communities, employers, TVET institutions and youth-friendly health facilities.
• Collaborate with women's rights organisations, organisations of persons with disabilities and youth-led organisations.

Community Engagement and Social Norms Change

• Conduct community dialogue sessions on SRHR, gender equality, disability inclusion and youth employment.
• Support male engagement initiatives and positive masculinity campaigns.
• Facilitate awareness activities addressing harmful gender norms, early marriage, teenage pregnancy and discrimination.
• Promote youth participation and leadership in community and workplace initiatives.
• Support implementation of media campaigns promoting SRHR, financial literacy, decent work and youth empowerment

Monitoring, Evaluation, Reporting and Documentation

• Develop activity plans and monitor implementation against project work plans and targets.
• Ensure timely collection and reporting of SRHR-related indicators.
• Maintain accurate activity records, participant databases and referral records.
• Prepare monthly, quarterly and annual technical reports.
• Document lessons learned, best practices, success stories and innovations.
• Participate in baseline, assessments, tracer studies, reviews and evaluations.
• Support data quality assurance and utilization of findings for programme improvement.

Financial Management

• Prepare activity budgets and spending forecasts.
• Monitor utilization of project resources in accordance with SCI and donor requirements.
• Ensure timely accountability and liquidation of activity expenditures.
• Support budget tracking and monthly budget performance reviews.

Child Safeguarding and PSEA

• Understand and fully comply with Save the Children Child Safeguarding Policy and Code of Conduct.
• Ensure safeguarding principles are integrated into all programme activities.
• Promptly report safeguarding concerns in line with SCI procedures.
• Support partners and stakeholders to comply with safeguarding and PSEA standards.
• Maintain confidentiality of participant information.

QUALIFICATIONS AND EXPERIENCE

To be a strong supporter and advocate for children in this role you will need to have;

• At least a bachelor’s degree in public health, Nursing, Midwifery, Community Health, Social Sciences, Development Studies, Population Studies, Gender Studies or related field.
• Minimum 3 years' experience implementing SRHR or Adolescent and Youth Sexual and Reproductive Health program.
• Experience integrating SRHR into youth livelihoods, education, employment or resilience programmes.
• Experience working with government health systems, youth groups, NGOs and community structures.
• Demonstrated experience conducting training and capacity strengthening.
• Strong understanding of youth-friendly service models and referral systems.
• Excellent planning, reporting and coordination skills.
• Strong facilitation, communication and interpersonal skills.
• Computer literacy and report-writing skills.
• Ability to work well in an international environment with people from diverse backgrounds and cultures
