MAJOR FUNCTION

Performs manual labor tasks to support roadway construction, maintenance, and repair projects, as well as general groundskeeping and custodial tasks on county properties. Contributes to safe and efficient operations by assisting with construction, traffic control, equipment use, and site upkeep.

ILLUSTRATIVE DUTIES

Roadway and Construction Support

  • Patches holes in roadways using asphalt, rock, and other materials.
  • Rakes asphalt, digs, and fills holes or construction areas using shovels and hand tools.
  • Assists with wood construction, concrete mixing, and pouring.
  • Lifts, carries, and positions culvert pipes.
  • Lifts and carries twenty-five (25) pound cement blocks for construction and maintenance tasks.
  • Loads and unloads materials and supplies from trucks and vans.
  • Uses hand tools, may operate power tools, and may temporarily operate light equipment such as water truck, road mixer, flatbed truck, or rubber tire roller.
  • Assists in checking grade stakes.

Grounds and Property Maintenance

  • Clears brush from rights-of-way, drainage ditches, and roadway areas using hand tools.
  • Removes trash from rights-of-way and grounds by hand or litter stick.
  • Sweeps sidewalks and removes trash from county grounds.
  • Cuts, trims, waters, and fertilizes lawns and bushes.
  • Operates push and power lawn mowers.
  • Performs custodial work in county buildings as necessary.
  • Assists with moving furniture, equipment, or bulky objects.

Safety and Traffic Support

  • Flags and directs traffic at work sites.
  • Fills and stacks sandbags.
  • Performs tasks requiring hand-eye coordination and safe use of equipment.

General

  • Performs labor tasks in general maintenance, repair, or construction trades.
  • Performs related duties as required or assigned.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of:

  • Tools and equipment used in labor and maintenance tasks.
  • Occupational hazards and safety precautions applicable to manual labor work.

Skills in:

  • Using basic hand tools and selected power tools.
  • Performing tasks that require hand-eye coordination.

Ability to:

  • Perform various manual labor tasks.
  • Follow instructions and concentrate on assigned tasks.
  • See and hear sounds at a normal level.
  • Move independently; bend, stoop, sit, or stand as required.
  • Use multi-hand and/or foot controls.
  • Work in all weather and environmental conditions, including sun, rain, cold, swamps, ditches, dirt, and hot asphalt.
  • Exert up to forty-five (45) pounds of force frequently, and ten - twenty (10–20) pounds constantly, to move objects.
  • Add, subtract, multiply, and divide in all units of measure.
  • Learn to use tools and equipment required for assigned tasks.
  • Read, write, and speak the English language in an understandable manner.

MINIMUM QUALIFICATIONS

No experience required.

Valid driver’s license required; must obtain a Florida license upon employment. Must maintain a clean driving record to operate an assigned county vehicle.

Must not have had a preventable crash or a moving violation within twelve (12) months prior to making application.

SPECIAL REQUIREMENTS

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the county and its citizens.

Overview

As outlined in the Polk County Charter, the Board of County Commissioners (BoCC) is the governing body of Polk County. Each commissioner is elected by a countywide vote.

Duties and Powers

The County Commission adopts an annual budget which includes appropriations for services provided by county government including the Sheriff, Property Appraiser, Tax Collector and Supervisor of Elections. This budget also includes appropriations in support of the Circuit and County Courts, State Attorney, Public Defender and Clerk of the Court. Some other responsibilities:

* levying taxes and fees,

* provide and maintain county buildings,

* provide fire protection and ambulance services,

* provide health and welfare programs,

* provide parks, preserves, playgrounds, libraries, museums, historical sites, recreation and cultural facilities and programs,

* prepare and enforce comprehensive plans for the development in the county,

* establish, coordinate, and enforce zoning and such business regulations as are necessary for the protection of the public,

* adopt and enforce building, housing and related technical codes and regulations,

* establish and administer programs of housing, slum clearance, community redevelopment, conservation, flood control, air pollution control,

* provide and regulate waste and sewage collection and disposal, water supply and conservation programs,

* provide and operate public transportation systems, roads, bridges and related facilities.
