Celestar Corporation is seeking a Senior Sensitive Activities Planner/Alternate PM to supportThe U.S. Army Intelligence and Security Command (INSCOM) under the under the G3X/G2X Global Counterintelligence & Human Intelligence Analysis and Support Contract. Responsibilities:

·The Senior Sensitive Activities Planner /Alternate PM shall be designated in writing to the COR and KO when the PM is absent.

·Prepare, develop, and brief all levels (strategic, operational, and tactical) of plans and orders using the Military Decision-Making Process (MDMP) and the Army Design Methodology (ADM) in support of Army CI-HUMINT plans and policies.

·The contractor shall apply critical and creative thinking to develop, draft, publish, execute, track, and assess plans, operations, value, and risk.

·The contractor shall integrate processes, staff, and multiple echelons, agencies, and organizations in support of planning and mission tracking.

·Develop and manage plans, battle rhythms, and other mission management, synchronization, assessment, and development tools.

·Anticipate requirements, plan, prepare, develop, chair, and assess Operational

Planning Teams (OPTs), In Progress Reviews (IPRs), and Working Groups. This includes conferences, formal and informal assessments and conducting briefings for a variety of audiences, to include senior leaders and decision makers.

·The contractor shall use rehearsals, research efforts, systems analysis, military briefings, After Action Reports (AARs), and other planning, assessment, performance, operational events, and tools to accomplish this requirement.

·Deliverables: A021 CONOPS, OPLANS, and OPORDS, A022 Strategic Assessments, Reports, White Papers, Briefings, and Coordination

·Advanced Microsoft 365 proficiency.

·Must have knowledge and experience with Intelligence Community Directives (ICD) related to their duties.

·Must be able to perform other duties, responsibilities, and activities as needed.

·Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Required qualifications/skills:

·A Project Management Professional Certification (PMP) or Certified Project Manager (CPM).

·At minimum a Master's degree.

·Military or Government Training/Education:

oCompleted one of the following: Intermediate Level Education (ILE), Senior Non-Commissioned Officer Academy (NCO), or other U.S. Government (USG) or IC equivalent.

oCompleted one of the following: USG Counterintelligence Badge & Credential producing or IC or DoD CAT 1 HUMINT certification course.

·12 full-time years in management or leadership position.

·8 full-time years in a Strategic Military Intelligence or IC planning supporting CI, HUMINT, SR, or other sensitive/specialized intelligence activities.

·5 full-time years of staff/action officer experience supporting an intelligence organization, to include maintaining accountability of staffing actions, organizing senior-level meetings and briefings, coordinating personnel actions, and disseminating information across the command.
