Job Description

We advise. We design. We deliver.

About Us

At Hartecs, we’re not just designing infrastructure – we’re helping shape the communities where people live, work and thrive. As a growing consultancy with a team of designers, engineers, planners and project managers, we partner with government and private clients to deliver impactful projects across Queensland. We’re big enough to tackle complex challenges, yet agile enough that every team member can make a genuine difference. Guided by our philosophy of Great People, Valued Outcomes, we invest in our people, reward initiative, and create opportunities to grow your career while delivering work that matters.

About the Role

Hartecs Group is seeking a Senior Transport Planner / Project Manager to support a major Translink / Department of Transport and Main Roads passenger transport infrastructure planning commission. This is a strong opportunity for someone who understands public transport infrastructure, early-stage planning, options analysis, feasibility studies, business case development and stakeholder-heavy government environments. Hartecs has been engaged to provide project management and technical advisory services to support multiple passenger transport planning projects within Translink’s Service Planning and Infrastructure area.

Key Responsibilities

You will work as part of Translink’s infrastructure planning environment, supporting the delivery of passenger transport planning projects from strategic planning through to concept / business case planning. The brief requires someone who can manage planning investigations, provide transport planning advice, and work confidently with internal and external stakeholders. The role is suited to a transport planner who can operate as a project manager, not just a technical writer.

You will be involved in:

  • Managing strategic, preliminary feasibility, options analysis and business case transport planning projects
  • Managing unfunded and ad hoc passenger transport planning investigations
  • Providing passenger transport planning advice to internal and external stakeholders
  • Representing Translink’s interests in working groups and project meetings
  • Coordinating inputs from TMR districts, local government, Queensland Rail, bus operators, legal, property, network planning and other specialist teams
  • Preparing project reports, briefing notes, presentations, correspondence and decision-ready advice
  • Monitoring scope, budget, timeframes, risks, issues and project progress
  • Supporting high-quality planning outputs that align with PTIIP objectives and broader TMR strategies

What We’re Looking For

We are looking for someone with the judgement, confidence and polish to step into an active government-facing role and keep projects moving.

The right person will likely have:

  • 5+ years experience in transport planning and project management
  • Strong experience in passenger transport infrastructure planning
  • Experience with feasibility, options analysis, business cases or concept planning
  • Strong stakeholder management skills across government, councils, agencies and technical teams
  • Ability to prepare clear, concise and defensible reports, briefs and presentations
  • Good commercial discipline around scope, budget, program and risk
  • Tertiary qualifications in transport planning, town planning, project management, civil engineering or a related discipline
  • Queensland / TMR / Translink experience would be highly regarded
  • ArcGIS, spatial analysis or data-led planning capability would be beneficial, but not essential

Location and Commitment

This role is based in South East Queensland, with attendance at TMR’s Brisbane office expected for part of the working week The person needs to be based in South East Queensland and available to work from TMR’s offices up to 50% of the required availability, with flexible work-from-home arrangements able to be negotiated.
