Job Description

The Senior Test and Validation Lead will support the California State Water Resources Control Board's modernization effort through the WaterTap (Water Technical Assistance Portal) initiative-California's new data platform for public water systems, replacing the legacy CIDWIS system. The role focuses on testing leadership and quality assurance for this large-scale, multi-phase modernization program aimed at unifying regulatory data management and enabling transparency and scalability for decades to come.

This role is part of a State of California RFP project expected to begin in May 2026, supporting the WaterTap modernization initiative.

WORKSITE:

Hybrid (Sacramento, CA preferred) - may include partial remote work based on project needs.

WORK SCHEDULE:

Full-time, Monday–Friday (40 hours per week)

PAY RATE:

Minimum of $80.00 per hour

WHAT YOU'LL DO:

  • Lead all testing, validation, and knowledge transfer planning, including training and documentation for WaterTap.

  • Prepare for the enterprise-wide deployment of WaterTap to the full organization.

  • Develop and enforce standardized testing processes aligned with Agile development methodologies.

  • Define and enhance testing processes for both manual and automated testing environments.

  • Direct the development of required test scripts, test cases, and test documentation.

  • Manage integrated testing across WaterTap modules and system components.

  • Perform complex testing functions, including performance, stress, parallel, and regression testing with maximized automation.

  • Conduct analysis of requirements, test coverage, and the impact of proposed changes.

  • Lead continuous process improvement for QA and testing practices.

  • Collaborate with developers, architects, and business analysts to triage and resolve defects efficiently.

  • Contribute to WaterTap's phased implementation and ongoing quality improvements throughout iterative releases.

WHAT YOU'LL BRING:

  • Minimum three (3) years of full-time experience as a testing lead for projects valued at $10M+, involving large user bases (internal and public) within the public sector.

  • Up to two (2) additional years of testing lead experience for public sector projects exceeding $10M is highly desirable.

  • Proven leadership in defining and implementing testing and validation strategies within complex enterprise environments.

  • Hands-on experience with manual and automated testing tools and integration testing across multiple systems.

  • Strong understanding of Agile testing methodologies, defect management, and test automation frameworks.

  • Experience coordinating multi-phase rollouts and stakeholder collaboration across development, QA, and end-user teams.

  • Exceptional analytical and communication skills, with the ability to translate requirements into actionable testing deliverables.
