and Responsibilities:

This is a highly visible, customer-facing role responsible for enterprise-level project oversight and consultative support across the State of Florida Enterprise. This position serves internal teams within the Florida Digital Service and external agency partners by promoting effective project delivery, strengthening project management practices, and supporting statewide digital transformation initiatives.

This position performs independent oversight of information technology projects in accordance with Florida Statute, provides consultative guidance to improve project outcomes, and drives Florida’s digital transformation by effectively facilitating the delivery of solutions and services designed to further the mission of the Florida Digital Service and meet customer needs in the areas of technology project management, data interoperability, and cybersecurity.

In addition to oversight and consultative responsibilities, this role serves as a subject matter expert in project and program management practices by providing guidance, supporting the development and maintenance of procedures and documentation, and contributing to training and knowledge sharing across the State of Florida Enterprise. The ideal candidate embodies servant leadership; is an active listener with strong interpersonal and facilitation skills; is highly organized, adaptable, curious, detail-oriented, and strategically motivated; takes ownership of their work; and can engage with and capture customer needs in a manner that facilitates early identification and resolution of project risks and issues, while supporting both the consistent application of project management best practices and the success of large information technology projects across the enterprise.

Key Responsibilities:

  • Performs independent oversight of large information technology projects by assessing status, progress against scope, schedule, and budget while quantifying variances, and evaluating risks, issues, and overall project health.
  • Evaluating project management practices, governance, and documentation to ensure alignment with established standards and best practices.
  • Leverages servant leadership qualities to provide consultative support to project teams and stakeholders, including actionable recommendations to mitigate risks, resolve issues, and improve project outcomes.
  • Serves as a subject matter expert in project and program management by providing guidance to team members and external partners, supporting development and maintenance of tools and templates, and developing and delivering training and presentations to promote consistent application of project management best practices, improve project outcomes, and drive project success.
  • Other duties as required.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of information technology project and program management principles, standards, and best practices.
  • Knowledge of project management tools, reporting techniques, and performance metrics.
  • Skilled in analyzing complex project data, documentation, and metrics to evaluate project health and trends.
  • Ability to evaluate and improve project management processes, governance, and documentation standards.
  • Knowledge of software development life cycle methodologies.
  • Ability to assess project performance across scope ,schedule, cost, and quality, and identify risks and issues.
  • Skill in designing, developing, and delivering presentations, training materials, and learning resources for internal and external stakeholders to support professional development, strengthen project management capabilities, and improve project outcomes.
  • Ability to translate complex project management concepts into clear, practical guidance and training for diverse audiences, including external agency partners, to support adoption of best practices and continuous improvement.
  • Ability to develop clear, actionable recommendations to support risk mitigation and issue resolution.
  • Ability to communicate effectively, both verbally and in writing, with executive leadership, project teams, and external partners.
  • Skilled in building collaborative relationships and influencing stakeholders without direct authority.

Minimum Qualifications:

  • Active Project Management Professional (PMP) certification required.
  • At least one (1) year of experience performing oversight of or providing professional consulting services to a large information technology project
  • At least two (2) years of experience developing and facilitating training materials and presentations, including knowledge-sharing or instructional support activities.
  • At least seven (7) years of experience managing and leading large information technology projects with responsibility for scope, schedule, budget, risk, and stakeholder management.
  • At least seven (7) years of experience actively participating in the software development life cycle in a delivery role (e.g., developer, tester, QA analyst, business analyst, or similar).
  • Active Agile Certified Practitioner (PMI-ACP) certification or other professional certification in agile project management such as the Certified ScrumMaster® from Scrum Alliance.

Highly Preferred Qualifications:

  • Active Program Management Professional (PgMP) certification

Other job-related requirements for this position:

  • Ability to lift, push and pull up to 30lbs.
