Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). As a member of the Site Services Team at the Remote Sensing Laboratory-Andrews on Joint Base Andrews (JBA) in Maryland, the selected candidate will provide facility support to Building 1783, Hangar 2, the DC Office location, and Hangar 18; and will be responsible for the following:

Key Responsibilities

  • Assist with all facility-related projects involving electrical, plumbing, environmental, safety and health, and select Heating, Venting and Cooling System (HVAC) duties.
  • Participate in planning, staffing activities, scheduling projects, and deliverable tracking.
  • Perform routine daily, weekly, and monthly maintenance checks on various systems throughout the facility.
  • Assist with vendor research and selection for specialized jobs and projects.
  • Monitor project schedules and engage with customers to ensure job accuracy, completion, and timeliness.
  • Provide status updates to Facility Manager, fellow teammates, and RSL management.
  • Identify electrical wires by color; read and interpret blueprints/technical diagrams.

  • Install and maintain wiring and lighting systems.

  • Inspect electrical components, such as transformers and circuit breakers.

  • Identify electrical problems using a variety of testing devices.

  • In accordance with MSTS’s Qualified Electrical Worker (QEW) Program, complete the certification process to become a QEW.

  • Repair and/or replace defective wiring or fixtures using hand and power tools.

  • Coordinate project assignments among engineering, construction, specialty staff groups, clients, and vendors. Serves as a liaison to JBA’s Civil Engineering Department as it relates to building repairs that fall under their purview.
  • Perform routine building walk-throughs and system checks as directed.
  • Transport GSA leased vehicles to dealership and/or auto repair shop for preventative maintenance, repairs, and detailing.
  • Adhere to state and local building regulations based on the National Electrical Code and train fellow team members to install, maintain, and/or repair electrical wiring or equipment.
  • Support National Security events as assigned.
  • Associate's degree in field related to the position, plus at least 8 years’ progressive related experience or High School diploma plus, 10 years’ progressive related experience.
  • Knowledge of HVAC system is desired.
  • The selected candidate must be a self-starter; possess strong organizational skills; and effective oral/written communication skills.
  • The selected candidate must have excellent critical thinking skills; effective time management skills, and is able to work independently, as well as a part of team.
  • Must be able to manage multiple projects that involve colleagues and subcontractors.
  • The selected candidate must be available for emergency recall and building repairs; and possess a valid driver's license.
  • The selected candidate must have functional knowledge of Microsoft Office Suite (Word, Outlook, Excel, and PowerPoint).
  • The primary work location will be at the Remote Sensing Laboratory-Andrews, on Joint Base Andrews in Maryland.
  • The selected candidate can choose from the following work schedules: 4/10s, Monday through Thursday; 9/80 (off every other Friday); 5/8s (Monday through Friday) (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
