REQUIREMENT ACADEMIC QUALIFICATIONS & KNOWLEDGE

  • Malaysian citizenship
  • Minimum seven (7) years of working experience with preference at least three (3) years in HSE.
  • Candidates with a background in project personnel roles are strongly preferred.
  • Demonstrates a proven track record in managing a wide range of OSH activities and improvement.
  • Possesses strong expertise in ISO 14001 and ISO 45001 requirements.
  • Experience in conducting safety audits and inspections.
  • Experience in developing and delivering safety training programs.
  • Experience in dealing, communicates and collaborates with a diverse range of internal and external stakeholders.
  • Experience in carrying out legal evaluations and compliance checks, including the maintenance of legal registers.
  • Pass in Sijil Pelajaran Malaysia (SPM) with passes in at least six (6) subjects, including a credit in Bahasa Malaysia and passes in the following subjects

  • ✓ Mathematics
  • OR Sijil Pelajaran Malaysia Vokasional (SPMV), subject to the following requirements:
  • ✓ Credit in Bahasa Malaysia with a minimum Grade C.
  • ✓ Minimum Academic Cumulative Grade Point Average (CGPA) of 2.00.
  • ✓ Minimum Vocational Cumulative Grade Point Average (CGPA) of 2.67.
  • Diploma in Occupational Health and Safety, Environmental Science or related field from a local Polytechnic or a university / educational institution recognised by the Government of Malaysia and accredited by the Malaysian Qualifications Agency (MQA).
  • Familiar with construction project activities.
  • Strong knowledge of relevant HSE regulations, standards, and best practices for power plant construction project.
  • Demonstrates a strong foundation in HIRADC development, preparation of Safe Operating Procedure, monitoring the effectiveness of control measures, encouraging worker’s participation, and continuously improving to ensure sustained compliance to OSH & Environment Law.
  • Basic understanding and knowledge on contract documentation.

APPLICATION

Accountability & Responsibility

 Successful candidate will be seconded to the Owner's Engineer team upon project initiation to provide technical expertise and support.

 Actively participate in the development and implementation of site-specific HSE plans, including risk assessments, method statements, and emergency response procedures.

 Assist the superior in reviewing HIRADC documents and maintaining the HIRADC register.

 Assist the superior establish, maintain, and regular review of Emergency Response Plans. Disseminate relevant communication information to responsible parties and coordinate regular training drills.

 Implement HSE monitoring program that aligns with regulatory requirements. Conduct data collection, analysis, and reporting activities.

 Conduct regular site inspections to identify and assess potential hazards, unsafe acts, and conditions at workplace. Recommend appropriate corrective actions and ensure timely implementation.

 Conduct toolbox talks, safety briefings, and HSE induction trainings to educate and inform workers about safety procedures and hazards.

 Ensure that all key project stakeholders participate in safety aspects training, competency training, and any other relevant awareness and capacity-building courses.

 Conduct periodic audits and enforcement activities to ensure strict compliance with all applicable HSE requirements, including relevant legal documents, guidelines, and approved HSE documents.

 Assist the superior monitor contractor performance in relation to HSE requirements.

 Assist the superior in coordinating and conducting project HSE Committee meetings.

 Assist the superior facilitating communication with key regulators (i.e. DOSH, DOE, BOMBA etc.) or any relevant subject matter experts.

 Ensure the proper maintenance and secure storage of all approvals, certifications, and permits obtained from DOSH and other relevant regulators.

 Assist the superior monitor overall project safety performance indicators and conduct regular evaluations of HSE programs to identify areas for improvement. Communicate findings to relevant stakeholders and providing comprehensive performance reports.

 Assist the superior prepare incident or accident event reports that involves TNB workers within the 24-hour via TSIS online. Communicate lessons learnt to relevant parties.

 Investigate all workplace incidents, including accidents, near misses, and environmental incidents. Prepare accurate and timely incident reports.

 Monitor the implementation of corrective and preventive actions related to HSE matters.

 Maintain accurate and up-to-date HSE records and documentation, including incident reports, inspection reports, and training records.

 Collaborate effectively with key project stakeholders to ensure a safe and healthy work environment.

 Foster a strong safety culture by promoting safe working behaviors through various channels, including PI Reporting, BBS initiatives, HSE weeks, and OSH banners or posters. Promptly report any unsafe acts or conditions through the HSE wallet (Potential Incident) system.

 Demonstrates full commitment to HSE principles, fostering a safe and conducive work environment, and ensuring strict adherence to all HSE procedures and internal guidelines.

 Maintain elements of Genco Integrated Management System (ISO 14001, ISO 45001, ISO 55001, ISO 27001, ISO 9001) and other management system standards based on roles and functions as and when required to achieve Genco’s policies and objectives.
